Re: 2019 Mid-Year Budget Amendment, Ordinance No. 5367
Date: May 22, 2019
The City adopted the 2019 budget by Ordinance No. 5360 on November 20, 2018. Each year the City
assesses its current fiscal year budget and addresses any needed adjustments that have come to the
attention of the staff in Financial Services. Adjustments for both revenue and expenditures are brought
forward for the following reasons: to adjust the estimated beginning fund balances to actual, to account
for subsequent unanticipated/unexpected conditions, to account for previously approved projects that
were underway in 2018 that were not concluded and require carryover expenditure authority, to reallocate
revenue and expenditure line items within budget control categories with zero net increase, and to
formally account for various council motions/resolutions previously approved to date during 2019.
Enclosed is the mid-year budget amendment ordinance and detailed supporting schedules. Noteworthy
items not previously approved by Council, and/or are significant, are as follows:
General Fund
• The actual beginning fund balance was higher than anticipated by$1,977,883. The additional
reserves came from $699,174 in additional revenue and a$1,278,709 savings in expenditures
throughout all departments within the General Fund.
• The Financial Services budget includes a$25,000 increase in supplies for additional banking fees
associated with an increase in credit card transactions.
• The professional services line item in Legal requires a budget adjustment in the amount of
$75,000 for ongoing expenditures associated with the EPA CERCLA and additional outside legal
counsel.
• A$250,000 transfer from the General Fund Non-Departmental budget to the Information
Technology Fund is included in this amendment as a set-a-side for the anticipated Police I-Leads
replacement software. The existing system is no longer supported and will be replaced in 2020
with an estimated cost of$2 million shared between six entities. The City's cost share is
estimated between $300,000 and $400,000 in 2020. Information Technology will be coordinating
the transition to the new system.
1
• The Non-Departmental Budget includes an additional $97,100 transfer-out to the Street Fund.
The additional funding is necessary to cover the cost of the February snow and ice removal and
subsequent street and sidewalk clean-up.
• The 2019 Non-Departmental budget included $456,000 in set-a-side personnel costs for pending
labor negotiations. The budget amendment reallocates$301,000 of that set-a-side to various
departments within the General Fund.
Other Funds
• As mentioned above, the Street Fund includes a$97,100 increase in both personnel and supplies
for the costs associated with snow and ice removal. The expenditure is funded by a transfer-in
from the General Fund.
• Due to an increase in available funding, the transfer-out from CDBG to the Transportation Capital
Projects Fund was increase by$32,505 for the ADA Curb Ramps and Sidewalk Project.
• The Risk Management Fund includes an additional $50,000 in expenditure appropriations due to
unforeseen and unexpected medical expenses.
• Similar to the General Fund, a total adjustment of$325,700 in personnel is budgeted throughout
nine funds to account for additional negotiated labor costs.
Budget adjustments are necessary to properly reflect the nature and extent of revenues and expenditures
of the various City funds and departments. The attached ordinance and supporting schedules (by fund)
include adjustments by budget control category for both revenues and expenditures with a City-wide
appropriation, including fund balance, of$179,394,258.
