SUBJECT: Acceptance of U.S. Surface Study Session Date: May 22, 2019
Transportation Program (STP) Grant; and COUNCIL MEETING Date: June 5, 2019
Approval of the Local Agency Agreement Department: Engineering
with WSDOT for the Washington Avenue Presenter: Shane Weber

SUMMARY: The City has been offered a United States Surface Transportation Program (STP)
Grant through the Puget Sound Regional Council (PSRC) to design and construct a roundabout at
the west end of the Manette Bridge, along with full street reconstruction from the roundabout north
and west to Pacific Avenue. The grant funds total $4,152,000 and require a City match of$648,000.
The offered grant will be in WSDOT Standard Forms, with their standard terms and conditions.
Additional project work that is not grant funded includes securing right of way. This work is currently
estimated at $200,000.

FISCAL IMPACTS (Include Budgeted Amount): Total project cost is estimated at$5,000,000; City
cost is estimated at$848,000, and will be funded by REET (Real Estate Excise Tax). For additional

RECOMMENDED MOTION:
Move to accept U.S. Surface Transportation Program Grant; approve the Local Agency Agreement
with WSDOT for the Washington Avenue and 11th Street Roundabout Project; and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
