SUMMARY: Sewer Pump Station CW-4, located at the end of Ohio Avenue, sits on the edge of a
bluff. The pump station and the contributing sewer and laterals are difficult to access and maintain.
The pump station will be relocated upland to the street and the gravity sewer infrastructure on the
beach will be decommissioned. The pump station will be connected to an 8-inch force main on Ohio
Avenue and pump to the Crosstown Pipeline at 13th Street and Navel Avenue, allowing the City to
abandon the sewer beach force main. Additional work includes installation of 6 individual grinder
pumps at residences, an 800-foot 6-inch force main along 17th Street, and a triplex pump station at
18th Street and Chester Avenue.
There was one (1) bid submitted from Pape & Sons, Construction, Inc. in the amount of$2,016,500
(which includes sales tax).

FISCAL IMPACTS (Include Budgeted Amount): The project was included in the 2019 CIP at
$1,800,000. The construction bid received was approximately $400,000 higher than the engineer's
estimate; total project costs are currently estimated at $2,385,000. No budget adjustment is required
since total expenditures under the Wastewater Capital budget will not be exceeded.

RECOMMENDED MOTION:
Move to award the contract for the 2019 Sewer Pump Station CW-4 Replacement Project to Pape &
Sons, Construction, Inc. in the amount of$2,016,500 (which includes sales tax); and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
