Chip Seal of the City of Bremerton's Portion
of Anderson Hill Road SW
SUMMARY: The County has scheduled maintenance on Anderson Hill Road SW for this summer.
Their intent is to complete full depth patching where needed, then application of chip seal over the
existing pavement. The issue is that the County, Port Orchard and the City share responsibility for
this roadway, in fact, it is part and parceled throughout its length. The County asked if the City
would like the County to resurface the roadway under our existing ILA with cost reimbursement. The
road surface is beginning to come apart throughout its entire length. Staff supports this approach for
efficiencies and cost effectiveness.

FISCAL IMPACTS (Include Budgeted Amount): This is not a budgeted item within the 2019
budget but there are enough funds within Fund Balance to cover this expenditure. The cost provided
by the County for the City's portion is $78,851.89 which includes a 20% contingency.

RECOMMENDED MOTION:
Move to approve Interlocal Agreement Exhibit A with Kitsap County for Anderson Hill Road repair
and chip seal services; authorize the Mayor to finalize and execute the agreement with substantially
the same terms and conditions as presented; and approve a budget amendment of up to $80,000
from Fund balance to Transportation Capital Fund.
