SUMMARY: On March 29th, 2019 Mayor Wheeler issued an emergency proclamation to enable
appropriate and timely response to the sanitary sewer forcemain break that occurred near the
intersection of Anderson Hill Road. In accordance with procedures outlined in BMC 2.26.210
(Mayor's Proclamation of Emergency), the City entered into two contracts that would otherwise have
required Council approval; a contract with Pro-Vac for sewage tanking services, and a contract with
Pape & Sons Construction Inc., for the construction. All physical construction was completed, and a
Mayor's Declaration ending the emergency was issued on April 11, 2019.

FISCAL IMPACTS (Include Budgeted Amount): Total cost of the Pro-Vac work was approximately
$76,725, the estimated cost of the Pape Construction work is $120,000. The total cost of all work
and materials for the emergency repair is anticipated to be $350,000.

RECOMMENDED MOTION:
Move to confirm the contracts executed with Pape & Sons Construction, Inc. and Pro-Vac, Inc. with
substantially the same terms and conditions as presented, to complete the Gorst sewer repairs in
response to the March 29, 2019 Mayor's Proclamation of Emergency.
