SUMMARY: On January 16th, the City accepted Fuel Tax grant funding from the Transportation
Improvement Board (TIB) to partially fund the $5.2M reconstruction of E 11th Street from Pitt Avenue
to Perry Avenue, and on Perry Avenue from E 11th Street to E 17th Street. The project will
reconstruct both the roadway and the sidewalks, and will install bike lanes and sharrows, pedestrian
scale lighting and other amenities. The City requested proposals for design from four consultants, of
which three were interviewed and KPFF was selected to do the work. While the project was not
included in the 2019 REET or Capital budgets since the Grant funding was received after the 2019
budget was finalized, it was included in the 5-year REET projection and the CIP.

FISCAL IMPACTS (Include Budgeted Amount): The consultant fee for design is $534,123.82.
The street portion of the design is 78% grant funded, and the Water and Storm water Utilities will
fund their respective portions of the work. A $75,000 grant from the Department of Ecology will fund
the low impact development and storm water portions of the work. The remainder of the 22% City
match for the street portion of the work is funded from REET. The 2019 REET and Transportation
Capital Fund budgets will be amended to add this project; see attached fiscal summary for detail.

RECOMMENDED MOTION:
Move to amend the 2019 REET and Transportation Capital Fund budgets; and approve the
Transportation Improvement Board Consultant Agreement with KPFF for design of the East 11th
Street and Perry Avenue Project; and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
