SUMMARY: As part of the development of the Wheaton VVev Transit Center, Kitaap Transit has
elected to underground power along their Wheaton Way frontage to make room for a bus pull-out
lane; the cost for Puget Sound Energy (PSE) to complete this work is approximately $193,000. PSE
has a franchise with the City making the City eligible to enter into Schedule 74 cost share
agreements tounderground power. The attached Interlocal Agreement facilitates execution of
Schedule 74 agreements between the City and PGE. with Kitaap Transit maintaining responsibility for
all design and construction costs. Two agreements are anticipated; one for design and asecond for
construction ofthe underground power conversion.

FISCAL IMPACTS (Include Budgeted Ammunt): City cost ialimited tostaff time toadminister and
manage the Schedule 74agreements. Per the Schedule 74agreement terms, the City will reimburse
40% ofPSE'e costs for the conversion; this is projected at $77,000. This cost will be paid by the
City, then reimbursed bvKitaapTransit and sothe net cost tothe City ia$O. This expense and
revenue ionot inthe 2019 Transportation Capital Budget, and so a budget adjustment is required.

RECOMMENDED MOTION:
Move toauthorize obudget adjustment tothe Transportation Capital Fund for the Schedule 74
Conversion and approve the Interlocal Agreement between Kitoap Transit and the City of Bremerton
for Undergrounding Power on Wheaton Way; and authorize the Mayor to finalize and execute the
Interlocal Agreement as well as the forthcoming Schedule 74 Design and Construction Agreements
with substantially the same terms and conditions anpresented.
