SUMMARY: The City has been offered $3,800,000 in the form of a CWSRF loan from the
Department of Ecology for the Oyster Bay Beach Sewer Upgrades — OB -2 to OB -1 Project
(Agreement No. WQC-2018-BremPW-00117). The project includes the design and installation of
grinder pumps at 53 properties as well as upland gravity and low pressure collection system
improvements. The project will reduce sanitary sewage discharges from broken residential sewer
laterals. The requested action before the City Council is approval of the CWSRF Loan and
authorization for the Mayor to finalize and execute the loan agreement.

FISCAL IMPACTS (Include Budgeted Amount): These funds are necessary to make these
sanitary sewer system improvements. This loan will provide $3,800,000 for the project. Utilizing these
low-interest (1.5%) loans effectively reduces the cost of upgrading this essential infrastructure.

RECOMMENDED MOTION:
Move to approve the Clean Water State Revolving Fund Loan with the Washington State Department
of Ecology for the Oyster Bay Beach Sewer Upgrades — OB -2 to OB -1 Project; and authorize the
Mayor to finalize and execute the agreement with substantially the same terms and conditions as
presented.
