SUMMARY: Staff advertised a Request for Statement of Qualifications, and based on an evaluation
of the qualifications received staff has determined Herrera is the most qualified to provide the design
for the Pine Road Sub -Basin Stormwater Improvements project. Herrera will provide permits, plans,
specifications and estimates for the Pine Road Basin Stormwater Improvements which includes the
Robin Avenue storm drain capacity improvements, Stephenson Creek inlet improvements, and Pine
Road storm interceptor outfall reconstruction. A scope of work was submitted and the contract was
negotiated in the amount of $419,920.

FISCAL IMPACTS (Include Budgeted Amount): The Pine Road Sub -Basin Stormwater
Improvements Project is funded by a Public Works Trust Fund Loan ($3,881,330) to the Stormwater
Fund, and is in the 2019 budget.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement with Herrera Inc. for design of the Pine Road
Sub -Basin Stormwater Improvements in the amount of $419,920.00; and authorize the Mayor to
finalize and execute the agreement with substantially the same terms and conditions as presented.
