' This report will present our findings and provide recommendations for site preparation, bearing capacity of the soils, foundation de- sign, settlement potentials, structural fill, slab and pavement sections and drainage control. We understand that the proposed site will include a one-story, wood and block frame, slab -on -grade, twenty five hundred square foot restaurant building. Site development will include all site pre- paration, utility installation, construction and inspection requir- ed for a project of this scope. investigation Authorization to proceed with our site was given by Mr. Rob Monson on July 19, 1985. All site work was done in the presence of and under the direction of an engineering geologist from Cascade Geotechnical. A preliminary site plan showing the building location and site im- provements was provided to Cascade Geotechnical by Wendy's Interna- tional prior to our site visit. Page 2 utilized during our site investigation and in developing the recom- mendations contained in this report. SITE LOCATION, TOPOGRAPHY AND DESCRIPTION. The site is located at 3900 Wheaton Way in Bremerton, Washington. A Site Location Map is included in Appendix A of this report. The site is flat. There is currently less the one (1) foot of topographic relief across the site. Asphaltic concrete pavement was found on approximately forty (40) feet of the lot fronting on ' Wheaton Way with a twenty (20) foot wide asphaltic concrete drive- way bisecting the lot in a east -west direction. Several concrete ' sidewalks extend off of the driveway, these sidewalks were the en- trance walks to the Mobile Homes which previously occupied this site. A tall business sign was located on the site facing Wheaton Way. AREA GEOLOGY The above referenced site lies within an area geologically mapped ' as Vashon Till Deposits locally overlain by Recessional Outwash De- posits. 11] CASCADE GEOTECHNICAL July 29, 1985 Cert. Page 3 The basal Vashon Till deposits consist of overconsolidated clays, silts, sands and gravels deposited as lodgement tills beneath the ' Foundation Support: Recessional Outwash deposits: Fair - will support fairly light loads up to 2000 p.s.f. ' with standard foundation designs. Minor amounts of settlement may be expected. Vashon Till deposits: Excellent - will sup- port moderate to heavy loads up to 4000 p.s.f. with standard foundation designs. Very minor amounts of settlement may be expected. Drainage: Recessional Outwash deposits: Good - these ' deposits are fairly permeable and generally well drained. F7 L 7 advancing glaciers as they crossed the Puget Sound area. They form ' discontinuous mantles of materials ranging from a few inches to tens of feet in thickness. Because they have been loaded with ' hundreds of feet of glacial ice they tend to be very compact and relatively hard. Generally the matrix of the till tends to be silty sand to sandy silt with varying amounts of gravels, cobbles and boulders. The gravels and cobbles are rounded to well rounded and polished. The Vashon Till deposits are commenly overlain by somewhat stratified ' deposits of sands and/or gravels. These deposits are generally poorly consolidated and are believed to be recessional in origin. ' The geotechnical characteristics of the above described materials are as follows: ' Foundation Support: Recessional Outwash deposits: Fair - will support fairly light loads up to 2000 p.s.f. ' with standard foundation designs. Minor amounts of settlement may be expected. Vashon Till deposits: Excellent - will sup- port moderate to heavy loads up to 4000 p.s.f. with standard foundation designs. Very minor amounts of settlement may be expected. Page 4 Vashon Till deposits: Poor - permeabilities are poor percolation through the upper two (2) to three (3) feet of natural materials is com- mon and this zone may be weathered and/or sat- urated. Seismic Stability: Recessional Outwash deposit: Fair to Poor - these unconsolidated deposits may shift and settle under low to moderate seismic activi- ties. Vashon Till deposit: Excellent - considered stable under most conditions. SITE STRATIGRAPHY Six (6) test pits were dug during our site investigation. For the approximate location of the test pits please refer to the Location Map enclosed in Appendix A of this report. Site stratigraphy was interpreted from the test pits dug during our site investigation. A detailed description of the materials found in our test pits is contained in Appendix B of this report. These materials were classified using the Unified Soils Classification. A copy of this classification is contained in Appendix C of this' report. A general review of the materials found in our test pits show be- tween one-half (1/2) and five (5) feet of uncontrolled fill mate- rials overlying one (1) to three (3) feet of organic rich top soils. The basal soils found underlying this site at depths be- tween one-half (1/2) to eight (8) feet below the existing surface CASCADE GEOTECHNICAL ' July 29, 1985 Cert. These glacially consolidated materials have been in- t erpreted as belonging to the previously described Vashon Till de- posits. Less than one-half (1/2) foot of crushed rock surfacing was found in the pit 3 overlying the Vashon Till deposits. Asphaltic con- crete pavement covered the surface west of this test pit. The backhoe was not able to break through this topping. Due to the hardness of the asphaltic pavement there were no test pits placed in this area. It is our best estimate based upon test pit 3 that the asphaltic pavement has been placed upon natural undisturbed ' soils. Test pit 5 was terminated in a sand and gravel. The lakes have been filled in and area now occupied by ' the shopping center at the corner of Wheaton Way and Riddel. Less than one-half (1/2) foot of crushed rock surfacing was found in the pit 3 overlying the Vashon Till deposits. Asphaltic con- crete pavement covered the surface west of this test pit. The backhoe was not able to break through this topping. Due to the hardness of the asphaltic pavement there were no test pits placed in this area. It is our best estimate based upon test pit 3 that the asphaltic pavement has been placed upon natural undisturbed ' soils. GROUND WATER There were no major ground water seepages encountered during the excavation of our test pits. However, the presence of fairly im- permeable soils (Vashon Till) at shallow depths below the some what - permeable fill materials may create a fluctuating perched water table below the site during wet weather conditions. ' RECOMMENDATIONS Upon analysis of the pertinent published literature, geologic maps, our field observations and the accumulated test pit data, we be- ' CASCADE GEOTECHNICAL July 29, 1985 Cert. Page 6 lieve the most economical approach to the successful completion of the proposed project will include the following recommendations: Seasonal Working Conditions Most of the materials we encountered during our site investigation were moisture sensitive. We do not recommend initiating site de- velopment work during wet weather conditions. Site developmental costs may increase during wet weather conditions. If site develop- ment work is done during wet weather and the exposed soils and/or fill materials start pumping or breaking down, we recommend that a representative of Cascade Geotechnical be contacted immediately to determine if additional or alternate recommendations are required. Site Preparation When site developmental work is initiated, we recommend that all existing surfical and buried improvements be removed from this site. This will expose the underlying soils. We recommend that a representative of Cascade Geotechnical determine the surficial con- tact between the natural soils and fill materials prior to proceed- ing with further developmental work. This contact is estimated to be approximately forty (40) feet east of the property line along Wheaton Way. ' We recommend that all uncontrolled fill the materials be removed from site to a minimum depth of twenty four (24) inches below the final designed site grade. Weather and site conditions permitting, some of the materials being removed may be used as structural fill on this site. Materials acceptable for use as structural fill by ' the soils engineer should be stockpiled for use at a later date. These materials must be protected from rain and excessive moisture while they are stockpiled. CASCADE GEOTECHNICAL July 29, 1985 Cert. No. 857-23G Wendy's International, Inc. Page 7 If the contact between the natural and uncontrolled fill mate- rials is shown to run through the proposed building location, we recommend that the natural soils within the building area be remov- ed down to a minimum eighteen (18) inches below the finish floor elevation. Upon establishing these minimum grades across the site, we recom- mend that the entire area be proof rolled using a minimum ten (10) ton self propelled vibratory roller. Under the direction of the soils engineer, yielding or unsatisfactory materials should be re- moved and replaced with structural fill as per the structural fill section of this report. Structural Fill Imported structural fill will be needed to meet the final grading requirements on this site. If soft soils are encountered within the excavation, we recommend that a mat of four (4) to six (6) inch quarry spalls be placed in the soft areas. Filter fabric should be placed on top of the quarry spalls if their thickness is greater than eight (8) inches. For structural fill placed on this site, we recommend using a free draining material which meets WSDOT Standard Specification 9-03.12 (1)A Gravel Backfill for Foundation, Class A or other materials as approved by the soils engineer. We recommend that these materials contain no more than 9% fines passing the #200 sieve based upon that percentage of materials passing the #4 sieve. All structural fill should be placed in maximum eight (8) inch lifts and compacted to 95% of the ASTM D-1557 maximum dry density proctor value using a minimum ten (10) ton self propelled vibratory CASCADE GEOTECHNICAL July 29, 1985 Cert. No. 857-23G Wendy's International, Inc. Page 8 roller. Lighter equipment than that recommended above will not easily provide the required compaction needed on this site. We recommend that a minimum of eighteen (18) inches of structural fill be placed on top of the uncontrolled fill on this site.. The lift size and compaction procedure should be well documented during the placement of any fill on this site. We recommend that a representative of Cascade Geotechnical observe the fill procedures and take density tests as required to adequately control the place- ment of the fill. Certification of any fill will require continu- ous monitoring and testing of the materials as they are being plac- ed. Foundation Placement and Design We recommend that all footings be placed upon the natural undis- turbed soils and/or upon lean mix concrete on this site. Under no circumstances do we recommend or suggest placing footings upon both the natural soils and structural fill at the same time. The bearing soils in the building are were found between one-half ' (1/2) and six (6) feet below the existing site grades. The bearing soils were a brown, dense, silty sand to sandy silt with gravel till material. Due to the variability of the depth of these soils, we recommend that a representative of Cascade Geotechnical be pre- sent on site during the excavation of the footing areas to confirm the suitability of the exposed soils for foundation support. ' For a minimum sixteen (16) inch standard, continuous spread footing placed upon verified bearing soils and/or lean mix concrete, we ' recommend utilizing a maximum safe bearing value of 2500 p.s.f. for CASCADE GEOTECHNICAL ' July 29, 1985 Cert. No. 857-23G 1 Wendy's International, Inc. Page 9 ' design purposes. An increase in one-third of the maximum allow- able bearing value may be utilized for short term loads such as ' seismic, wind or ice. This increased value assumes compliance with the following recommendations: 1 1) All footings are a minimum sixteen inches wide. ' 2) All footings bear upon the above referenced soils and/or lean mix concrete and are designed such that the maximum allowable ' bearing value has not been exceeded. I3) All footings have been placed a minimum eighteen (18) .inches below adjacent exterior grades for frost protection. 4) All sloughed or loosened materials have been removed from with- in the footing forms prior to placing the concrete. Slab on Grade Due to the variability of the underlying fill materials, we recom- mend that the floor slabs in the building area be allowed to float upon a minimum twelve (12) inches of structural fill placed as rec- ommended in the structural fill section of this report. We recom- mend that a minimum six (6) inches of additional free draining granular materials be placed below the slab as a capillary break. If the structural fill placed below the slab meets the specifica- tion recommended in the structural fill section of this report, these materials will be acceptable for use as the capillary break. Page 10 Settlement ' Total and differential settlements in a building with the footings placed upon verified bearing soils and/or lean mix concrete should not exceed three-quarters (3/4) and one-half (1/2) of an inch re- spectively. Due to the variability of the underlying uncontrolled fill mate- rials, some settlement of the floor slab areas may be expected. This settlement will be maintained within tolerable limits if the recommendations contained in this report are followed. However, we do recommend that the slab be allowed to float separately from the building foundation. Concentrated floor loads may cause localized settlement and cracking in the floor slab. Pavement Section Pavement may be placed over a non -yielding structural fill or na- tural soils subgrade on this site. For driveways and parking areas we recommend the following asphaltic concrete and concrete pavement sections. ASPHALTIC CONCRETE We recommend a minimum six (6) inches of base course placed over a ' non -yielding subgrade. The base course should be overlain by a minimum two (2) inches of asphaltic concrete pavement except in ' heavy (weight and frequency) traffic areas where we recommend plac- ing a minimum three (3) inches of asphaltic concrete topping. Page 11 Subgrade Preparation:The subgrade should be proof rolled using a minimum ten (10) ton self propelled vibratory roller. All pumping and/or yielding materials should be removed and replaced with compacted structural fill. Base Course: The base course materials should consist of a section of 1-1/4" minus crushed rock overlain by a thin layer of 5/8" keystone materials. These materials should meet WSDOT Standard Specification 9-03.9(3) Crushed Surfacing. CONCRETE PAVEMENT We recommend a minimum six (6) inches of base course placed over a non -yielding subgrade. The base course should be overlain by the required thickness of concrete as determined by wheel load weight requirements. Subgrade Preparation:Same as recommended above. Base Course: Same as recommended above. GENERAL We would like to stress the importance of the proper grading of the keystone materials in the base course. This will help insure ade- quate drainage of the pavement areas as well as improving the dura- bility of the pavement. CASCADE GEOTECHNICAL July 29, 1985 Cert. No. 857-23G Wendy's International, Inc. Page 12 Due to the variability of the underlying uncontrolled fill mate- rials, some localized settlement and resulting pavement repair may be expected if the minimum recommendations contained in this report are followed. Drainage Control Some of the soils encountered on this site were moisture sensitive. If the minimum recommendations for foundation support are followed and adequate grading and drainage control are provided outside the building area, footing drains will not be needed on this site. However, additional drainage control may be provided by footing drains. These footing drains should consist of four (4) inch perforated p.v.c. pipe positively sloped on a 1% grade toward the point of discharge. The footing drains should be run separately from roof drains and other drainage system and tightlined away from the building into the appropriate site storm drainage system. All footing drains should be backfilled with a minimum eighteen (18) inches of free drainage materials which meet WSDOT Standard Specification 9.03-13 Backfill for Sand Drains or other materials approved by a qualified geotechnical or geological engineer. Roof downspouts should run into four (4) inch p.v.c. pipe and be, tightlined away from the buildings into the appropriate site storm drainage system. CONCLUSION The above referenced site is suitable for development as proposed provided the recommendations contained within this report are CASCADE GEOTECHNICAL July 29, 1985 Cert. No. 857-23G Wendy's International, Inc. Page 13 carefully followed. Civil and Structural plans should take intc consideration the minimum recommendations for site preparation, structural fill and the pavement sections contained in this report. We fully expect the site soils conditions to reflect our findings. However, some local variations may occur. In anticipation of these changes and a tight working schedule, we recommend that a repre- sentative of Cascade Geotechnical be consulted during the initial site developmental stages to expedite this work and verify com- pliance with the recommendations contained within this report. Casa Mia plans to convert the restaurant to a franchised Casa Mia Italian Restaurant and Pizzeria. The primary change will be from the fast food concept to an Italian concept. Changes made wiil be made, for economy, to take advantage of the existing facility wherever possible, with the main thrust to change the interior decor. In addition, the existing exhaust and mechanical systems will be employed for equipment substitutions necessary to accommodate the menu change. Exterior Remove existing security boarding. The drive up ,windows will be removed and covered with brick matching the existing exterior brick and finished inside to match the existing interior finish.
