SUMMARY: Last spring, City administration became aware of a small lobbying services firm with a
strong reputation for building collaborative working relationships with federal agencies and legislators
to achieve results for local communities. The Public Works Department entered into a trial
agreement with the Johnston Group in August this year and we have been impressed with the
capability the Johnston Group will bring to the City. Because significant federal funding increases
targeted specifically to modernize the nation's shipyards is expected over the next two decades, the
timing is right for Bremerton to engage with a federal lobbying firm to assist the City in addressing a
range of impacts from the Shipyard, as well as other federal issues.
ATTACHMENTS: 1) Professional Services Agreement; and 2) Washington DC Itinerary
FISCAL IMPACTS (Include Budgeted Amount): This contract is $5,000 per month except for
travel expenses, which will be reimbursed to the Johnston Group based on actual expenses in
accordance with Exhibit B. This item is included in the City's 2019 expense budget.

RECOMMENDED MOTION:
Move to approve a contract with the Johnston Group for Federal Legislative/Agency Representation
Services; and authorize the Mayor to finalize and execute the agreement with substantially the same
terms and conditions as presented.
