SUMMARY: RCW 39.35A provides a design -build process for constructing energy efficiency
projects on public facilities. This process is overseen by the State Department of Enterprise
Services. Pursuant to this process, the Public works Department completed Phase I (Primary
Effluent Pump Replacement) and Phase II (Various Energy Efficiencies) at the Westside Wastewater
Treatment Plant, and is now working with Trane Inc. (an authorized Energy Services Company
"ESCO"), on Phase III. Because the City had already planned to replace the two large 400 hp
pumps, 24" piping and pump header, and rehabilitate the CE -1 wet well, an opportunity existed to
pursue this Phase III project using this proven contracting methodology. The previous two projects
have been a productive, efficient partnership between the City, Trane and the Washington State
Department of Enterprise Services, resulting in high quality work and timely completion of high risk
projects. Approval will enable Trane to move forward to procure equipment and materials in time to
complete construction by September 2019.
ATTACHMENTS:
1. Interagency Amendment
2. Funding Approval Authorization Form
3. Energy Services Proposal dated November 19, 2018
FISCAL IMPACTS (Include Budgeted Amount): Total guaranteed project cost is $4,851,401. This
amount is higher than budgeted for the specific line items in the 2019 Wastewater capital budget
($3.5 mil), but sufficient room exists in unspent 2018 capital funding and remaining 2019
programmatic Sewer Capital line items to cover this expense.
