SUMMARY: This agreement is between the Bremerton Municipal Court and WASPC to allow the
Probation Department to provide electronic monitoring services for cases that are in pre-trial status.
Currently the Police Department (BPD) has a contract with WASPC to provide electronic monitoring
services for cases that are post -disposition. BPD believes pretrial electronic monitoring should be a
court function and therefor will not provide this service. This contract will allow the court to provide it
for indigent defendants.

FISCAL IMPACTS (Include Budgeted Amount): The anticipated costs for 2019 are $11,000 and this
amount has been included in our budget request. The alternative to this program will be keeping
defendants in jail until disposition to ensure public safety. The cost of this option (jail) would be
significantly higher. We will require reimbursement from those defendants who have some ability to
pay.

RECOMMENDED MOTION:
Move to approve the Agreement between WASPC and the City of Bremerton via the Bremerton
Municipal Court; and authorize the Mayor and Court Administrator to execute the Agreement with
substantially the same terms and conditions as presented.
