HomeMy WebLinkAbout12/05/2018 5HAGENDA BILL CITY OF BREMERTON CITY COUNCIL 5H SUBJECT: Professional Services Agreement with Anchor QEA, LLC for the Westside Wastewater Treatment Plant Outfall Sediment Sampling and Study Plan Study Session Date: COUNCIL MEETING Date: Department: Presenter: Phone: November 28, 2018 December 5, 2018 PW&U/WWTP Pat Coxon (.360) 473-5448 SUMMARY: During our last NPDES Permit cycle, the City completed the required sediment sampling and submitted the City of Bremerton Sediment Study Monitoring Report to the Department of Ecology in May, 2018. Ecology's Toxics Cleanup Program/Aquatic Lands Cleanup Unit reviewed the report and commented in letter to the City dated July 24, 2018, that the City should submit a Sampling and Analysis Plan to collect additional data near the Westside Plant's outfall to further define the nature and extent of contamination reported in the 2015 sampling results. I requested a proposal from Anchor QEA, LLC that would address Ecology's concerns while minimizing project costs and compliance risks. Anchor QEA, LLC responded with a tiered approach in their Scope of Work in the amount of $89,000. ATTACHMENTS: 1) Anchor QEA, LLC Scope of Work; and 2) PSA with Anchor QEA, LLC FISCAL IMPACTS (Include Budgeted Amount): This work is budgeted through 535.5435.54110 and has a budget of $250,000.
