October 1, 1991
TO: Building Dept.
FROM: Donald L. Pratt, Director of Community Development
SUBJECT: Partners Ltd. Bremerton Waterfront (Republic Parking
Lot) -- Application # 91AP04211
Design Review on the subject application is in process. The
design cannot be approved or denied until after the end of the
comment period on the Notice of Application: tentatively
scheduled for October 11, 1991.
The applicant has asked whether the electricity and phone can be
hooked up and the window can be installed prior to the end of the
comment period. Technically, demolition and replacement of a
structure is subject to design review. While our preliminary
review has not identified the building location as an issue, it
is not impossible that the building could be required to be
relocated as a result of the design review process. However,
since the building is already in place, we have no objection to
completion of these actions at the owners own risk.
THEREFORE, Under the authority vested in me by the Downtown
Waterfront Urban Renewal Plan, I hereby authorize completion of
the following actions, provided that the applicant understands
that the City retains its authority to require relocation or
modification of the kiosk structure if warranted by the results
of the design review process:
1. Electrical hookup
2. Phone hookup
3. Installation of windows

SUBJECT: Reconfiguration of Washington Avenue Parking Lot
Dear Mick:
We are in receipt of your statement that the ticket booth at your Washington
Avenue parking lot will be removed by July 1, 1992, and the lot will become non -
attended. This action will terminate the design review process on the ticket booth
(application # DR -06-91).
Please be advised that other City requirements still apply. Specifically:
1. Signs -- Signing must be limited to replacement of pre-existing signs, or all
signs must be brought up to current standards, including removal of the
billboard (thus triggering design review);
2. Parking Configuration -- Changing the lot from tandem to standard parking
will result in some changes to the pre-existing parking configuration. Any
changed configuration must comply with parking lot development standards
for space size, aisle width, etc. (Enclosed.)
3. Landscaping -- It is our reading of the ordinance that any area reconfigured
from tandem to standard parking must include 5 -foot minimum landscaped
setbacks consistent with Class "13" parking lot requirements: 5 ft. setbacks
along front, side and rear yards. I assume that only the "central" lot will
be reconfigured, since the two "north" lots and two "south" lots are already
configured for standard parking. Judging from the aerial photo (enclosed),
you might be able to avoid the side and rear yard setbacks by leaving the
perimeter parking as is and reconfiguring the interior.
4. Shoreline Requirements -- Under the shoreline regulations, "normal
maintenance and repair" is exempt from the substantial development permit
requirement. New development exceeding $2,500, including installation of
new blacktop or wheelstops, would require a Conditional Use Permit.
Some other considerations:
1. Nonconforming Status -- As you know, the existing parking lot is a legal
nonconforming use. Please note that reducing the number of parking spaces
for a year or more will cancel your right to continue use of the prior number
of spaces.

Michael M. Fleming
16 West Harrison Street - Suite 200

SUBJECT: Republic Parking Lot
Bremerton Waterfront Partners Application #DR -06-91
Dear Mr. Fleming:
On 12-11-91 Don Pratt and Kay Wilson met with you and Gary Beck on the subject
of the Republic Parking ticket booth. The purpose of the meeting was to review
the issues surrounding the proposal as identified in the draft staff report -- ticket
booth design, signage, landscaping, public art and public access.
The report recommended several conditions to bring the proposal into compliance
with the Shoreline Master Program, the Zoning Ordinance, and the Downtown Urban
Renewal Plan. The Director agreed to withold taking action on the proposal
pending receipt of a revised proposal consistent with the conditions of approval
that had been identified. You were to resolve the following issues:
1. Either relocate the ticket booth out of the view corridor or enhance the
architectural design of the booth in its present location;
2. Bring the site into conformance with Zoning and Shoreline Master Program
sign requirements by either limiting signs to replacement of pre-existing
signs or bring all signs up to current standards, including removal of the
billboard;
3.-- Include landscaping along Washington Avenue to screen the parking from the
street.
Subsequently you have indicated that you were considering removal of the ticket
booth and conversion of the lot to coin box parking, with the understanding that
in this case no "development" would be taking place and the above issues would
be moot.
You have been allowed to continue use of the ticket booth pending completion of
design review. We have been waiting for your revised application for 6 months.
As discussed with you earlier, the Director of Community Development has directed
us to set a reasonable deadline for submittal of the revisions, after which he will
direct the Building Department to order removal of the ticket booth.

The Standard Kiosk
DELTA's standard product line includes all your
needs for parking and security, but includes
room for any innovations called for in a
specialized environment, such as a low clearance
area, or harsher climates. Our standard kiosk has
many of the features that are specialty items in
other products: centered doors for accessibility;
enlarged control cabinets for the latest state-of-
the-art security devices and communications
equipment with enough electrical
outlets to fit any power requirement.
The roof slopes internally for drainage
needs.
The Specialty kiosk
DELTA has supplied many architects,
engineers and end users with the type
of prefabricated structure best suited
to their needs. For example, a custom
3 -sided unit was created for the photo
processing industry as shown above
right, or a standard type unit that
must be custom sized to fit into close
confines. Regardless of application, our
flexibility in construction allows us the
freedom to fabricate units from a fuel
island to units that meet the most
rigid bullet resistance specifications
required by various government
agencies.
