The grant funding will be used to prepare the plans that are necessary to ensure economic revitalization during this transition and that no blighting conditions occur in our community. There will be two phases of the project accomplished with this funding: 1) Preparation of an economic market analysis to determine the probable uses and residential densities that can be anticipated in the study area after the departure of Harrison in 2020, and 2) Community outreach visioning and adoption of a subarea plan with a Planned Action Environmental Impact Statement (EIS). This plan will ensure that there is a smooth transition from the current Harrison Medical Center to new uses that benefit the community as a whole. It is expected that the preparation of this plan will ensure that the City will have action steps to ensure that the area is economically viable and is not affected by blight, that we have a plan that is economically viable and market tested, and ensures that future permitting is streamlined.
