ABSENT/EXCUSED: .Carol Johnson AUDIENCE: None STAFF: Jim Spencer, Interim Director, Jodi Wroblewski, Asst. Director, Becky Lorber, Recreation Coordinator II, Lena D'Agostino, Office Assistant II. I. CALL TO ORDER: Chairman Barry Cook called the meeting to order at 5:35 p.m. II. ITEMS FROM THE AUDIENCE: None III. AGENDA: No change. IV. OLD BUSINESS 1. Park Bond - Survey Committee Chairman Barry Cook mentioned that the Survey Committee had a meeting with former Parks Director Arvilla Ohlde. Arvilla felt this project can be done. Chairman Cook said we should proceed with it. Jim Spencer said the Mayor still feels strongly about conducting a phone survey. She has voting sheets by district to assist. Relative to the bond issue, Jim said the school bonds are being delayed until the year 2000. Jim distributed copies of newspaper articles on this subject, specifically noting an article pertaining to the need for a YMCA in the Central Kitsap and North Kitsap areas. Jim added that it's interesting to note that there are a lot of groups out there considering similar ideas, and at some point, we probably need to re-evaluate our list of bond items to make sure we're not being redundant or will not duplicate with that of the County. 1 Page • Chairman Cook suggested that the Survey Committee meet to discuss the telephone survey process. Everyone involved concurred and a meeting was scheduled for Tuesday, August 4th, at 4:30 p.m. at either the Sheridan Community Building, or at the Senior Center. 2. Haddon Update Per Jim, staking was done yesterday at Haddon. We have a 90-day contract for this project with a completion date of October 24th. Phase I includes the development of the open playfield with irrigation, perimeter walking track, an excavated space for installation of the play equipment donated by Eastpark, and a small parking lot. We have to figure out a solution for the restroom situation. We're planning on submitting a Community Development Block Grant (CDBG) request for funding of the restroom. We should have our summer Playground Express program back at this site next year. 3. Kitsap Lake A member of the Kitsap Lake Weed Survey Committee made arrangements to videotape the bottom of the lake. Videotaping is complete and Jim said the film was quite impressive. Becky Lorber added that a second film will be done in early September when weeds are in full bloom and and will have a split screen (bottom and above water coverage). She has completed 8 out of 13 chapters of the Aquatic Weed Management Program to date. We have also recruited the assistance of Dana Zlateff who is a graduate student at WSU. Her thesis is on water quality and weed management of Kitsap Lake. Jim stated that the weed problems are not insurmountable, and he does not think it's as big a problem as previously thought. 4. BMX Course Per Jim, Commissioner Lonnie Dawson went to Port Angeles to look at their impressive BMX Course. Their Parks Department provided the land and a BMX group developed the site, which gave the group full control over use of the facility. Jim feels a BMX Course in Bremerton should be more accessible (less restrictive in use) to drop-by-use by the public. Jim noted funds are a concern, as well as liability issues, etc. 5. Rifle Range The Kitsap Rifle and Revolver Club (KRRC) made arrangements to have the National Rifle Association (NRA) group inspect our rifle range downstairs (Sheridan Community Building). NRA concluded that the current range is safe, however, we are waiting for their complete recommendations on improvements relative to concerns on ventilation, window coverings, etc. Once that list is received, proposed improvements will be reviewed and implemented where possible. Jodi Wroblewski added that there has never been a lease agreement with KRRC. The rifle range is used year round by their members. Part of the pending lease 2 Page agreement for use of the rifle range is that they will teach gun safety classes, and other related courses. 6. RV Facility A developer out of Seattle expressed interest in putting an RV facility in the area. Jim, along with other City staff, met with this developer on July 1St The projected cost is between $2.5 to $2.8 million and four sites are being considered: Jarstad Park, the old Pistol Range, and two building sites neat Gold Mountain Golf Complex. All of the sites are owned by Public Works and Utilities Department. Another meeting was scheduled on August 5th, Wednesday, to discuss specific costs. Jim said he thinks this would be a positive amenity to the area and is greatly needed. The developer needs between 8 to 10 acres. He is looking for a long lease agreement and is convinced that Jarstad Park could be a good site for an RV facility. Jim then gave a brief summary of the proposed components of the RV facility. The group discussed pertinent issues such as concerns on the need to protect the water, and the advantages of this project to Gold Mountain Golf Complex. Unfortunately, Pendergast Regional Park did not interest the developer. V. NEW BUSINESS — None VI. STAFF REPORT Evergreen Park: Per Jim, bid opening was scheduled for last Wednesday. However, due to problems encountered relating to the Shoreline permits the Friday prior to bid opening, a decision was made not to open the bids which have been returned to the bidders. We plan to re-bid once permits situation is settled in a couple of months. This is a huge disappointment. We had done all the things we needed to do but it fell through the cracks. The Department of Ecology is being helpful in moving this project along. Because permits will not be in place prior to mid-September, the project is now delayed to Spring 1999, avoiding wet winter weather. Jim requested endorsements on a letter of support to IAC for Phase II Evergreen. The grant will be presented August 3rd by Becky Lorber. Golf Revenue: The trend at Gold Mountain Golf Complex continues to be fewer players than anticipated. The number of rounds are less than what Jim had budgeted. The rate per round on Olympic Course is also lower then what was budgeted. We're lagging behind last year in terms of players at the Olympic Course by 5,000 rounds. This situation is creating a significant impact to our Fund 112 projects. The following projects will not be completed in 1998 as a result: Manette field lights, Pat Carey Vista seawall restoration. Commissioner Lonnie Dawson asked if we had pursued discount for early morning rounds. Jim said yes; it was approved by the City Council and implemented July 1St The group entered into general discussion relative to the new course, fees, and other related issues. 3 Page I CDBG Grants: Per Jim, we will submit CDBG grant requests for grants for Haddon restroom, Manette Playfield improvements, and summer playground program. Parks Director Position: Sixteen candidates submitted applications from all over. They were reviewed and a short list of 5 candidates and one alternate was determined. An Assessment Center is scheduled for the 10'h of August where all candidates will be judged by a panel. Commissioner Dawson asked Jim who would be on the interview panel. Jim said he does not know who else would be there other than himself. Clubhouse: We have received approval from City Council to proceed with the preparation of final clubhouse design and bid specification process. The construction needs to begin next Spring. Jim's goal is to have it completed next fall. Jim then discussed the new Clubhouse location which will have remarkable view opportunities, and other related items. VII. APPROVAL OF MINUTES — June 23, 1998 Under COMMISSIONERS' QUESTIONS & COMMENTS Section, June 23rd minutes, it was mentioned that Commissioner Douglas Groneman spoke with the gentleman who runs Café Oasis. Commissioner Groneman did not actually speak to the owner of Café Oasis. Corrections duly noted, the rest of the minutes were approved as submitted. M/S/C/U (Butler/R. Johnson) VIII. COMMISSIONERS' COMMENTS & QUESTIONS Commissioner Russ Johnson asked if we are we getting any monetary support from the Port of Bremerton for for Evergreen Park development. Jim responded no. Commissioner Charles McWhorter: nothing. Commissioner Groneman inquired about the pool safety issues, especially related to E.Coli outbreaks. Jim said Pool Manager, Jeff Elevado, checks the water levels on a daily basis and is extremely conscientious. Jim assured Commissioner Groneman that we're sensitive to this issue and we're doing all we can to meet pool safety requirements. Commissioner Groneman also asked about the mural/artwork issue. Jim sat with someone at "Believe in Bremerton" this morning who is coordinating this project. Commissioner Nick Garguile mentioned he spoke with Joy, who works with Amy Burnett (of Amy Burnett's Gallery) and will do the mural painting if Commissioner Garguile provides the paint. Commissioner Wanda Butler said she would like to work in the Blackberry Festival booth and whoever is in charge with the worksheet should give her a time. She thinks she is able to work both days. She also added that she will not be present at the next meeting. Commissioner Groneman asked if we can put together a list of the Blackberry Festival times. Becky said hours are from 10AM — 7PM, Saturday, and 10AM — 6PM, Sunday 4 Page 0 • Chairman Cook said he is willing to be there both days. Jim announced tonight's concert at Eastpark, below the Jarstad Aquatic Center, featuring the Dan Page Group (rhythm & blues) from 7-8PM and urged everyone to attend this free concert. IX. ADJOURNMENT: The meeting.was adjourned at 6:55 p.m. Respectfully submitted: . .yrt. i,' Lena D'Agno Office Asst. II • Jim Sp` cer, Interim Director i 5 Page
