p.m.
II. ITEMS FROM THE AUDIENCE: None
III. AGENDA: No changes to the presented agenda.
IV. OLD BUSINESS:
1. Park Bond--Survey Committee: Jim passed out a copy of the proposed
Parks &Recreation Interest Survey. Once the survey content is approved it will be mailed
with the January- March utility bills. It will be part of a four page city newsletter with a
mailing of approximately 16,000. People can return it with their bills or mail it in
separately. It is hoped for a return rate of at least 15%. It was suggested to have a
couple different colors of surveys printed, to distinguish which were mailed in the utility
mailing, those passed out to the public via the Parks Department facilities, and other
special distributions. Jodi agreed to contact Terrie O'Neil on the possibility of placing the
survey on the City Web page.
Commissioners' input included getting rid of the word "appropriate" in line two of
question 2, and inserting symbols for the check and asterisk marks in the verbal
description of the same question 0. Commissioner R. Johnson wanted to know why

Question#1 was on the survey if the need was primarily on building a community center.
Jim stated that he was interested in having information from the public on how the
department was doing in general. Jim agreed that the question went outside the scope of
the survey's intent.
Audience input included interest in what would happen to the existing Sheridan Park
building. That has not been determined at this time. Another issue raised was about city
vs. county charges. No decision has been reached on this issue either. The final
suggestion was to include in question#3, a space for stating why or why not they made
the decision they did.
It was M/S/P to accept the survey as amended.
2. Renaming a Field at Lions: Jim displayed the finished Al Colvin Field sign to
be mounted at Field#1. He had just come from City Council to get an agenda bill
submitted before council for next week along with the presentation of the sign to Mr.
Colvin. A formal ceremony will be held in the spring, but the sign is to be presented
before Mr. Colvin's term ends in December. For the Commissioners' information, Mr.
Colvin will hold his monthly district meeting on December 4th from 7-9 p.m. which will be
an open house affair and a chance to thank him for his year's of support.
3. Haddon: Jodi passed out two sheets detailing the final Haddon Park elements,
tallied from the most recent meeting held on November 20th. Approximately 29 people
attended, many with strong opinions, but in the end, the department had the direction
needed to create a neighborhood park in this district. Parametrix provided two options
based on the input from the first meeting.
Final determinations are to minimize sidewalk construction on the exterior of the park,
adjacent to the street, during Phase I;remove the picnic shelter but place more picnic
tables on the grounds;provided required parking but no additional spaces; and to
maximize the majority of money available for interior development. Designers are
preparing the cost estimates to be presented at the next Haddon meeting on December 18,
at 6:30 p.m. It will detail those elements that are possible with the current funds available.
V. NEW BUSINESS
1. Budget 1998: Jim will report in detail in January on the department's 1998
figures. It is known that there will be fee increases at Gold Mt. Golf Course, and there are
a lot of ramifications in this decision. Course fee increases represent a philosophical
change of view as it relates to the Olympic Course. Cascade is seen as a continuing value
for local players, whereas the Olympic Course is viewed as a revenue generator due to the
quality of that course, and thus is seen more as a business. Cascade Course fees will go
up approximately 5% or about $1.00 a round. Olympic Course is the Cascade Course
price plus $10.00.

The department's Park Facilities Construction(Fund 112) budget is predicated on the
golf course performance. Currently the department has the most aggressive park
construction budget seen in many years. Across the board there are significant
improvements projected at all facilities and parks based on the Golf Course revenue
projections for 1998. It was M/S/P to have the Park Commission present a motion of
support for these increases, to be presented during council hearings and attached to the
agenda bill.
VI. STAFF REPORT
1. The Lion's dock experienced significant damage due to the recent high tides and boat
activity. The floating dock's hinges were broken and is currently closed because of safety
concerns. The Lions Service organization has been approached for assistance in this
$3,000 repair.
2. An Architectural firm from Seattle has been selected for clubhouse design at Gold
Mountain. Five quality presentations were reviewed with Bumgardner coming out on top.
Reference checks verified the quality of the firm. A contract will be developed after the
1998 budget is finalized.
3. Pat Carey Vista has had extensive erosion from high tides and boat traffic. In 1998
there is money to armor this eroding shoreline.
4. The seawall at Evergreen Park is nearing completion, but needs to be heightened to
prevent high tides from coming into the new planting strip. It will require an additional
layer of rock and some replanting.
VII. APPROVAL OF MINUTES--October 28, 1997
M/S/P to accept the minutes as presented.
