Recreation Department's new Office Assistant. Chairman Cook welcomed Nick
Garguile to the Parks & Recreation Commission and introduced him to the other
members of the Commission.
III. AGENDA: No change.
VI. OLD BUSINESS
1. Park Bond - Survey Committee
This sub-Committee was formed to help develop a park bond survey to
find out whether or not the community is ready for a park bond. Jim Spencer
stated the staff will contact the Survey Committee members (Commissioners
Barry Cook, Carol Johnson, and Charles McWhorter) to start drafting a survey
which we hope to have done by the end of this calendar year or early part of
next year. He further added that he met with two Lions Clubs in the area and

informed both groups that one of the items in our current capital plan includes
the pursuance of a possible bond campaign with the intent of building a new
community center. Additionally, at the 25th anniversary of the Bremerton Senior
Center, Mayor Horton spoke on what the future holds for Bremerton relative to
recreation (senior recreation in particular). The Mayor talked about the need to
put together a bond drive for a new community center. Jim added further that
the staff will contact the Survey Committee members so they can start doing the
draft.
2. Renaming Field at Lions
Jim met with Dennis Rainey, President of Central Lions Club, who also
supported the idea of renaming a field at Lions Field after City Councilman Al
Colvin. Ace Signs was consulted on the design of the sign which should be
consistent with all of our City parks signs. Jim recommended that in order to
highlight the proposed sign, we need to incorporate a plaque that identifies Al
Colvin's significant contributions in the City of Bremerton. Our goal is to have
this project in place by the end of the year when Al Colvin ends his term as a
District#1 Councilman. We will present the plaque to Al, inform him of our intent
to name said field after him, and possibly provide him with a framed picture of
the sign. The sign will be installed somewhere in the backstop area (right field
line) around Lions Field #1 and will take place in the Spring of next year.
3. Evergreen Seawall
Jim advised the Commissioners on the actual progress on this project.
He strongly urged them to check out the remarkable improvement. The seawall
has been installed along with a couple of stairs that lead down to the beach and
the contractor is now in the process of putting in a planting strip. Sound
Excavation out of Port Orchard is doing an excellent job.
4. Kitsap Lake Weeds
Jim mentioned at the last meeting that the staff had applied for a CDBG
(Community Development Block Grant) to develop a comprehensive weed
eradication plan for Kitsap Lake. There was a concern over an existing plan and
the ramifications of having that plan. Commissioner Lionel Collins requested a
copy of the Comprehensive Plan, which according to Jim, is not very definitive
and mainly identifies our weed problem (with 5 or 6 proposed solutions or
options on how to solve the problem). With the grant funding, we could hire a
consultant to help us determine the extent of the problem, if any, develop a
definitive plan and ultimately implement an approved method to solve the
problem. Once this is in place, we will have a document in hand where we could
pursue some grant funding to eliminate this problem.
Jim added that we recently received a document from the Health
Department stating an existing problem with weeds in our immediate boat launch
area (at least a portion of the lake). So now we need to identify where those
problem areas are and then target solutions to those specific areas.

5. IAC Grants
Jim mentioned that the staff made presentations on 2 projects at IAC
(Interagency Committee for Outdoor Recreation) for 2 grant requests (matching
funds for lights for 5 existing fields at Pendergast & Evergreen Park Phase II
development). Unfortunately, we were not successful with obtaining grant
funding but we will have another opportunity to re-apply next year on these
projects.
V. NEW BUSINESS - Haddon Design: Public Meeting at 7:30 p.m.
Per Jim, the objective tonight is not to design Haddon Park per se but to
choose the components that make up the park. After tonight we will work on
tentative designs of the park to be presented to the neighbors, based from their
ideas and the funding available to us. We also need to be sensitive and
appreciative to the neighbors' points of view, but the ultimate objective is to
make something in a neighborhood that will have a huge positive impact.
VI. STAFF REPORT
Manette Restrooms: We were fortunate to receive CDBG (Community
Block Grant) funding for the restrooms improvements. Halfway through the
Manette project, we've found that this turned out to be a much more extensive
restoration than what we've thought. The workers are literally rebuilding the
whole restroom and when this project is done, we will have a whole new
restroom facility at this location.
Jim also provided the Commissioners with flyers on various activities
being offered through Parks & Recreation Department. Charleen Burnette,
Program Coordinator II, urged everyone and their families to attend the
Flashlight Hike at Gold Mountain Golf Complex on Friday, September 26tH
We're also bringing in the Northwest Irish Dancers from Seattle to do a
demonstration of River Dancing at the Senior Center on Tuesday, September
30th. Lastly, Charleen talked about the Raku Workshop (ceramic art) on
Saturday, October 11th. Clay Art Center from Tacoma will bring
ceramic/greenware pieces in several sizes and shapes that one can glaze,
decorate in different colors, and have fired in the kiln. Great way to make some
Christmas presents and have fun!
vii. APPROVAL OF MINUTES:
M/S/C/U (L. Collins/C. Johnson) to approve the minutes from
September 23, 1997 meeting.
VIII. COMMISSIONERS' COMMENTS & UE TI
Q S ONS
Commissioner Collins mentioned that he met a guy over the weekend who
told him how nice Pendergast ast com lex was. He does not think a lot of people

know about Pendergast and that we should be promoting it more. He also asked
if it is possible to consider meeting with the Bremerton Youth Council sometime

in the near future so they can address any questions they may have as far as
the Parks Commission assisting them to better our community in a way of
activities. Jim said he'll be happy to set aside a segment on the agenda at a j
later date.
Commissioner Wanda Butler said she wanted to welcome Mr. Nick
Garguile to the Parks & Recreation Commission. She would also like to have 1
Commissioner Terry Dodge's telephone number.
Regarding IAC grant application process, Commissioner Carol Johnson
asked if it is unusual to come back more than once for matching funds in order to
qualify for one? Jodi replied this is not unusual; we had to re-submit twice with 1
Evergreen Park. Becky added that in 1996, we were rated #1 for Evergreen
Park. It is also to our advantage if we can show additional support outside the
grant funding, which is one of the detrimental factors to qualify for funding.
Commissioner C. Johnson also asked about our standing, to which Jim
responded we were really very low - in the 50's. Lastly, Commissioner C.
Johnson said she was disappointed that our City Council members do not know
the correct pronunciation of Pendergast Park (mispronounced as "Pendergrast").
Commissioner Nick Garguile asked if we can lobby someone to better our
chances of obtaining an IAC grant, to which Jim said no. Jim then gave a brief
summary on how the grant application process works: submission of a packet
ahead of time, slide presentation, followed by questioning and rating. Jim added
that we will review the top 5 successful applicants who received funding for and
have lessons learned from them. Discussions on the grant application process
followed.
Chairman Cook said he would like to borrow the notebook Becky brought
back from Denver to get some ideas for the Survey Committee.
ix. ADJOURNMENT: The meeting was adjourned at 7:20 p.m.
Respectfully submitted:
