Interim Director Jim Spencer added two items in the agenda under New

(CDBG).
IV. OLD BUSINESS
1. Park Bond - Survey Committee
Jim proposed that the Commission form a subcommittee to work with
Parks and Recreation staff on developing a survey relative to the bond issue.
Volunteers are needed to help set up questionnaires and other necessary steps
to complete a survey. Commissioners Barry Cook, Carol Johnson & Charles
McWhorter volunteered their time to help with this project. Jim suggested
leaving this item open under Old Business until the end of the year.

2. Teen Programs - Marketing
Jim met with Cynthia Engelgau, Teen Recreation Coordinator, regarding
marketing teen programs. Cynthia plans on keeping the Commissioners up-to-
date with teen programs. Jim proposed to close this item, to which the
Commissioners concurred.
V. NEW BUSINESS
1. Evergreen Seawall
Jim advised the Commissioners that we finally acquired the permits
needed for this project to go to bid. Low bidder was Sound Excavating
($92,000). Original budget for this project was $100,000. We have acquired
additional $50,000 out of the Roosevelt Replacement Fund as a result of budget
adjustment. This project consists not only of a new seawall, but also a planning
strip and two stairways; expected completion of the seawall portion is end of
September.
2. Senior Center's 25th Anniversary
The Bremerton Senior Center's 25to Anniversary celebration will be held
Friday, September 19th from 5:00 p.m. to 10:00 p.m. (dinner at 5:00 to 7:30 p.m.
followed by entertainment/dancing). Volunteers are needed to help serve
refreshments, etc.
BeckyLorber commented that this is a significant event and encouraged

everyone to attend. She further added that we're more interested in looking
forward to the next 25 years than what was accomplished the first 25 years.
3. Haddon
Jodi Wroblewski, Assistant Director, mentioned that the staff have been
working on a mailing list derived from a petition (with 400 signatures). The list
was put together by former Commissioner Mary Sump. We are planning on
holding public meetings at the end of September and would like to make sure
the Commissioners participate in the whole endeavor.
Suggestions were made as to possible places to hold the public meetings,
e.g., Crown Hill Elementary School, a nearby church, etc. Commissioner Carol
Johnson suggested encouraging neighborhood children to also attend the
meetings. Jim mentioned that Haddon was one of the Playground Express sites
this summer. Children attending the summer playground program at Haddon
were queried by Charleen Burnette, Recreation Coordinator II, as to the things
they want to have at the park.
4. Community Development Block Grant (CDBG)
The staff will submit the grants tomorrow, Wednesday, August 27th. Jim
passed around endorsement letters for the Commissioners' signatures relative to
the following grant applications:

(1) Playground Express Program - $25,000. This summer program is
for 6-11 year olds which also provides free lunches in conjunction
with the Bremerton School District (served approximately 6,400
lunches in 39 days this summer).
(2) $10,000 (professional services to develop an aquatic management
plan relative to weed eradication at Kitsap Lake). With this amount
we could hire a consultant to help us determine the extent of the
problem, if any, develop a definitive plan, and ultimately implement
an approved method to solve the problem. We also need to have
an aquatic management plan to qualify to submit a grant and in
acquiring the necessary permits later. Discussions relating to this
issue followed.
Commissioner Russ Johnson said he does not think we are ready to hire a
consultant. He added that he is aware of a study made on this problem by the
University of Washington a few years back. The problem is to take care of the
lake and not to get rid of the weeds. Jim responded that the Parks & Recreation
Department acknowledges the problem and will find out if there really is a
problem and then do something about it.
Commissioner Wanda Butler asked if previous study will be available to the
new consultant and Jim said yes.
Commissioner Lionel Collins requested that Jim provide him (Collins) more
information on this issue next meeting.
(3) Sheridan Playground Improvement. This grant application was
originally intended for the purchase of a property adjacent on the west
side of Lower Sheridan Park. It turned out to be cost-prohibitive. We now
plan to improve the park located across the street from the community
center on Lebo Blvd.
(4) ADA Improvements. Back in March this year, a review was made
to determine if all Parks property meets ADA requirements. A number of
deficiencies were noted. This fund will be used to close items that have
not been accomplished due to cost constraints.
VI. STAFF REPORT
Evergreen Park seawall: Jim provided a brief review and update on this
on-going project.
Capital Improvement Plan (CIP): "Improved" CIP copies were distributed
to the Commissioners. Jim encouraged the Commissioners to go through the
CIP copy, e.g., Page 17, Facility Project, which pertained to the following
issues: purchase and development of Haddon site (around half a million
earmarked for its development; adjustment made toward the Evergreen Park
project (new amount after adjustment: $785,000); Pendergast Regional Park
lights and construction of 3 softball fields (contingent upon revenues from the
Golf Course); new community center(will result from passing a bonded levy).

Under Page 19 (goal sheet for 1998), $2 million for a new clubhouse supported
by revenue coming out of Gold Mountain.
Commissioner Butler asked about any plans in the near future for RV
Parking facility. Jim said to refer to Page 18 (year 2002) of CIP on this issue.
Easement of $500 at Eastpark: We should be receiving a check
from U.S. West anytime soon relative to the easement agreement to fund the
tennis court backboards being added at Kiwanis, Forest Ridge and Manette.
VII. APPROVAL OF MINUTES -June 24, 1997 & July 22, 1997
M/S/CIU (R. Johnson/C. Johnson) to approve June 24th and July 22nd
minutes.
VIII. COMMISSIONERS' COMMENTS & QUESTIONS
Commissioner Butler commented that it sounds like everything is going
good. She asked about communication between the Police Dept. and the Parks
Dept. pertaining to incidents in any of the City or Parks facilities. Jim replied we
maintain a very good communication with the Police Dept. on this matter. He
added that Parks maintenance crew are advised to report any incidents
encountered to the authorities.
Commissioner C.Johnson asked if anybody heard about a piece of land at
11th & Washington which was being discussed at the City Council meeting. Jim
said he will look into this. Commissioner C.Johnson also inquired when do we
find out about the IAC grants. Jim and Jodi said mid-September. She further
commented that the flowers looked lovely. Jim commented that our maintenance
crew water them by hand. Commissioner C.Johnson also wanted to know if we
can do something about the geese at Pendergast. Jim said he does not know.
Lastly, Commissioner C.Johnson encouraged the Commissioners to attend the
Blackberry Festival.
Commissioner Charles McWhorter commented that it looked like kids had
a blast this summer at the Playground Express and that we should be proud of
this program.
Commissioner Lionel Collins said he thinks Pendergast is the best park
there is in Bremerton. He mentioned an article in Yakima pertaining to
Pendergast. He also added that he thinks that Pendergast needs some kind of
shade for spectators. Jim said we can look into putting some kind of tent/canopy
up during big tournament. Commissioner Collins further commented that Lions
Park restrooms and other park restrooms should be well-maintained. Per Jim,
we have funding from CDBG to take care of Warren Avenue and Manette
restrooms. Further, he inquired about what can we do regarding dogs and their
owners not cleaning up after their pets. Jim said there are signs in all the parks
(City Ordinance) and it's something that the maintenance crew struggle with
everyday.
Chairman Cook asked if we're having a booth at the Blackberry Festival.
Jim said we're not doing that this year. Parks Department is involved with the

Berry Fun Run and we are in need of volunteers for this event. Chairman Cook
said he may be available some part of the weekend to help.
