includes development of the waterfront and impacts the Commission
due to the parking lot acquired in Roosevelt Field trade. The
group meets every 2nd and 4th Tuesday of each month from 9 :30 to
10 :30 a.m. at the Washington Mutual Conference Room. Previous
Chairman Craig Smith was the primary member and he (Vaughn) was the
back-up representative from the Parks & Recreation Commission.
Commissioner Vaughn also feels it is important that the Commission
be represented at these meetings and be kept abreast of what is
going on. He recommended that a primary and an alternate be
appointed to represent the Commission at the meetings .
Jim informed the Commission that Jodi has been
attending these meetings on a regular basis .
Chairman Vaughn also recommended that the staff
provide the Commission a summary of the minutes to the meetings and
that report be included in the agenda.

season.
Swimming Pool (Exterior Lighting) : Preliminary work has been done
but not yet concluded.
Ivy Green Cemetery: Puget Power is in the process of cutting down
hazardous trees today along Naval Ave . , in front of the cemetery.
These trees are in the utility lines and are now being removed.
However, the trees will be replaced and hopefully they will be
planted in association with the Arbor Day Ceremonies (April 10) .
Additionally, a sidewalk will be added and a new sign will be
installed.
Skateboard Park: Cynthia Engelgau, who is the coordinator of this
park, met with the Engineering Department today to finalize a plan
for the development of the Skateboard Park in Eastpark.
Lions Fields #1 & #2 : Tomorrow a curtain drain will be installed
that goes all the way around the perimeter of Field #2 . There is
a serious drainage problem at Field #2 (closest to the water) that
started to affect the playing area. A new infield (105 yards of
dirt) was also installed in Lions #1 .
Unidentified Improvements: The Department has identified $750 . 00
for restriping all the parking lots . There is a total of $10, 000
available in this fund.
Pendergast Regional Park: $6, 000 . 00 (out of $12, 000 . 00) was spent
on professional services for erosion control (Field #5) . The City
Council had agreed to appropriate an additional $10, 000 . 00 to re-
establish the toe of the slope on field 5 . Jim' s goal for this
year is to have all three fields to grade and have them seeded. A
portable restroom will also be added by the soccer field.
Kitsap Lake: Finished roof replacement, cost : $9, 000 . 00 .
Senior Center - Electrical : Staff has discussed this matter with
the City' s Project Manager and Electronics Department . A
definitive cost estimate is in process .
Parks & Recreation Department - Telephone System: $5, 000 .00 has
been allocated for a new telephone system at Sheridan Park
Community Center. Staff is working with Electronics to establish
an installation date .

Ecology Division to figure out the extent of the contamination and
try to find a definitive remediation plan to solve this problem.
In light of this, the purchase of Haddon site is being held off
until a definitive plan for Evergreen Park remodification has been
developed.
Additionally, the Department received approval from
the City Council to allocate $12 , 484 . 00 for professional services
agreement with Hough, Beck & Baird to design a rock seawall
required to stabilize the eroding shoreline at Evergreen Park and
also to prepare the necessary permits .
Depending on how the property is remediated, other
upcoming developments include (but not limited to) replacement of
the restrooms, enhancement of the parking lot, adding a sand
volleyball court, etc .
Arvon Site: There is now a viable plan that is agreeable to the
neighborhood. A meeting has been scheduled for Tuesday, March 19th
with the Planning Commission to obtain a Special Use Permit . Jim
wanted to make sure that everything is alright from the zoning
standpoint .
New Golf Course: Request for bids for miscellaneous maintenance
equipment had recently been published. The entire bid process
should be accomplished somewhere in the early March/April timeframe
in time to support the new course. Target for completion of the
new course would be fall of this year. Regarding the maintenance
building, the project will be advertised in March with completion
scheduled in November.
Haddon Site: The staff met with Walt Draper from Bremerton School
District relative to joint usage. Mr. Draper did not see any
problem using the site this summer for the Department summer
programs .
Commissioner Carol Johnson asked Jim if there is a
need to put an earnest money on the property. Jim said the City
Attorney advised Jim that a "Right to First Refusal Letter" is one
of the things that needs to be done on this regard.
Chairman Vaughn suggested that an environmental
analysis be completed on the site as soon as possible as this
analysis woould have to be done prior to purchasing the property.
He did not see the relevance or connection in holding off until the
Evergreen Park remediation plan is developed, which would have
nothing to do with the Haddon site.
At this point, the group entered into a general
discussion regarding the contamination problem and purchase of
Haddon site in relation to contamination situation at Evergreen
Park.
Interagency Committee (IAC) Grant: The Department will apply for
matching grant funding for Evergreen Park.

yet what to apply for this year. The staff had recently applied
for a grant with Coastal Zone Management for the seawall funding at
Evergreen Park.
Concessions (Lions & Pendergast) : City Council had agreed to give
the Department an opportunity to run concessions to generate more
revenues . This will also be a good opportunity to employ youths
who had participated in our LIT Program.
Puget Power Park: Neighborhood meeting has been scheduled with the
District 5 City Councilmember, Richard Neville, to be held on March
12th at 7 :00 p.m. at the Neighborhood Christian Center at 5th &
Warren. Jim invited the Commissioners to attend this meeting.
Department of Natural Resources (DNR) Grant: The Department is
hoping to receive an additional $50, 000 . 00 to support its on-going
Urban Forestry Program. A representative of DNR is scheduled to
visit with the staff this Thursday, February 29 .
Recent Developments: Jim and Jodi met with the Bremerton School
District (Marion Ave . ) relative to the possibility of leasing their
gymnasium free-of-charge starting the latter part of this year.
The school district is also looking at the posibility of having the
Department use their soccer and baseball fields if the Department
assumes responsibility for their maintenance .
Naming Issue at the Golf Course: Jim mentioned that a "name a
course" ballot was put out to all the players at Gold Mountain.
There were three major names offered for the two courses .
Everybody is adamant that "Gold Mountain" needs to be retained.
The ones that garnered most votes was "The Olympic Course at Gold
Mountain" (new course) and "The Cascade Course at Gold Mountain"
(old course) . Jim also stated that he was approached by the Gold
Mountain Golf Course Board of Directors to bring up this naming
issue the Parks & Recreation Commissioners and find out if the
Commissioners have any problem with naming issue . The
Commissioners were supportive of the proposed names .
N.A.D. Marine Park: This little park at the end of Shorewood Drive
is an old ammunition dump. Jim said that there are some potential
contamination problems at this place. Department of Ecology and
the U.S . Navy are interested in formalizing a mitigation for that
park. Jim stated he is not sure where that fits in to all the other
equations regarding mitigations of contaminated soil . There have
been some discussions but nothing conclusive on this subject .
Weeds Problems/Invitation from Mr. Jack Lefcoski: Mr. Lefcoski,
who is a resident of Kitsap Lake neighborhood, invited
participation from the Parks & Recreation Commission to attend a
meeting formed by a steering committee of different lakes in the
area. The purpose of said meeting is to figure out a way to solve

viable one .

VIII. COMMISSIONERS' COMMENTS AND QUESTIONS
Commissioner Carol Johnson commented on the success
of the first "Daddy/Daughter Dance" which was held at the Bremerton
Senior Center on February 10th. She said it was wonderful and she
was so thrilled to be at that event . There will certainly be a
need for a bigger place to hold another one next year.
Speaking of the Senior Center, Commissioner Johnson
said she had noticed the need for two outdoor lights, maybe motion
lights . Jim and Becky said they are aware of the problem and it is
being taken care of .
Commissioner Johnson also mentioned that Pat Carey
Vista could use some rocks to fill the parking area.
She also announced that the Pendergast Committee,
along with Bremerton Athletic Roundtable, is sponsoring another
Comedy Night/Private Auction on Friday, March 15th, at the
Cloverleaf Tavern. They need some auction items and asked the
Commissioners if they knew of business owners who may be willing to
donate .
Lastly, Commissioner Johnson inquired if it is
necessary to name the concession stands at Lions and Pendergast in
relation to naming the two golf courses at Gold Mountain.
Chairman Vaughn said he does not think the
Commission needs to approve the naming of the two concession
stands, to which Jim and Jodi concurred.
Commissioner McWhorter stated that naming the
concession stands would give them their identities . He mentioned
other named concessions stands such as the Olympic College library
and the Harrison Hospital ' s cafe. Additionally, Commissioner
McWhorter said he was happy to attend his first meeting and he is
also hoping to get up to speed.
Commissioner Sump commented that the "Right to
First Refusal" letter needs to get going on Haddon site. As far as
Arvon and Haddon, she would like to see what happens next meeting.
She is also glad to see sidewalk at Ivy Green Cemetery.
Commissioner Butler asked Jim if the Department
had to pay for said project (sidewalk at Ivy Green Cemetery) . Jim
said it came from the the Department ' s budget since the cemetery is
controlled by the Parks & Recreation Department . She is very
dissapointed in not being able to attend next meeting due to prior
committments . She read the annual report for the Bremerton
Municipal Pool and and one of her concerns was the complete lack of

attention given to it (with the exception of exterior lighting) .
She reminded Jim and Jodi that she is still interested in having a
tour of the parks .
Commissioner Johnson suggested setting up a date
for the tour of the parks .
Chairman Vaughn suggested having another meeting
at any one of the parks . He mentioned that he did receive the
Letter of Resignation from former Chairman Craig Smith and wanted
to state for the record that the Commissioners received the letter
and they wanted to thank Mr. Smith for all his efforts and
contributions to the Commission. He also complimented the staff on
the minutes . He emphasized the need to have all the Commissioners
present at the next meeting, if possible, as the Commissioners and
the staff cannot postpone the discussion of the "role of the
Commission" any longer.
