IV. OLD BUSINESS
1. Evergreen Update
Assistant Director Jodi Wroblewski informed the group that a meeting was
held today with Charlie Sigo, of the Suquamish Tribe, and Lynn Larson of Larson
Anthropological Archeological Services, LTD (LAAS), regarding the discovery of
skeletal remains and artifacts found at Evergreen Park during construction on
May 12, 1999. The skeletal remains are believed to be that of a Native American
female. Due to these findings, we need to refrain from further construction in this
area until the site could be recorded. In addition, the archaeologist indicated that
we needed to cover all exposed area with Geotextile Fabric to protect the
midden. We also discussed the possibility of having a public information event
where the site could be viewed and educational materials could be presented.
LAAS will coordinate this event with the Department. LAAS will develop the
proposed work plan at which time the City will sign a professional agreement to
undertake the assessment and clean-up. Dan Miller, City Project Manager, will
develop the cost estimate for the construction. Construction is continuing in
other areas of the project. Estimated project completion continues to be mid -
August.
Commissioner Russ Johnson commented that if the tribe wants to
preserve the artifacts, they should pay for it from their casino profits. Jodi said
we might have to approach them for that. However, there are contingency funds
in the project that can be used. She added that the first thing they asked was if
there's any federal money involved. The project is partially funded by a
Washington State IAC Grant.
2. Kitsap Lake Weeds
Becky Lorber reported that the Kitsap Lake Aquatic Weed Management
Plan is near completion. She will get notices out to everyone regarding a public
meeting that will focus on the final draft of the plan.
V. NEW BUSINESS —None
VI. STAFF REPORT
Evergreen Phase II project: Jodi stated we're progressing with the Agreed
Order for the remediation of the project and that we should be hearing from DOE
regarding the Remedial Action Grant. We should also be getting confirmation
regarding the IAC Grant.
VII. APPROVAL OF MINUTES —April 27, 1999
M/S/C/U (R.Johnson & Butler/Groneman) to approve the minutes of
April 27, 1999.
VI. COMMISSIONERS' COMMENTS &QUESTIONS
Commissioner Wanda Butler asked the status on Jim Spencer. Jodi said
he's gone and taking two weeks off before he starts his new job at Paladine
Computer Company in Poulsbo.
Commissioner Carol Johnson said she had no comment.
Commissioner Doug Groneman said he was at the Haddon Park
dedication. It's seemed like there are some vandalism over at that park, and he
had also noticed some kids digging a cave. He is worried about the City being
liable for that.
Commissioner Wanda Butler had no suggestions, but wanted to
compliment Jodi on doing a very nice speech about Evergreen Park at the
District 5 meeting. Jodi thanked Wanda.
Commissioner Susan Bell said sorry for being late. Haddon Park
dedication was really good though it was windy out there. Did they ever find out
about the remains at Evergreen Park? Jodi informed Commissioner Bell that the
anthropologist did a study and made recommendations to cover all the exposed
area with Geotextile Fabric to protect the remains and artifacts.
Commissioner Russ Johnson said he had no comments.
Chairman Cook commented that Haddon Park dedication was great. It
was nice to see Lulu Haddon's family made it to this event. He had no idea that
some of the people he knew are related to the Haddon family. It was a really
nice dedication and the Haddon family really appreciated it.
