parking. It is proposed that the first floors of the new buildings
would be retail establishments (developers are putting together 2/3
of the space for factory outlet type stores) , dry cleaners,
espresso businesses, boutiques, etc . The development group is
currently negotiating with potential retailers . They anticipate to
results by Spring 1997 . They feel that the development will come
together at that time .
Mary added that SLA is also looking at how much
space the developers are willing to commit towards recreational
amenities, e .g. batting cages, virtual reality booths, arts and
recreation center concept, fitness, and daycare facilities, to name
a few ideas . Relative to the downtown Parks & Recreation
Department ' s recreation center concept, there was discussion
regarding specific issues as to how to develop and sell this
project to fit in the scheme and scope of the project . SLA is
willing to work with the Parks & Recreation Department to put
together a proposal and work with Mayor Horton on this project .
SLA has established a number of sub-committees, the
parks committee being one, to address issues such as Wycoff Park
relocation/mitigation, City Hall Park mitigation, park and public
areas of the project, etc . Mary also added that the team will
continue to develop ideas to incorporate into the design, eg.
historic/public art walking tours, installing power outlets for
trees, markers, etc .
In response to Chairman Vaughn' s inquiry on park
benches, Mary mentioned they expect to have more benches around the
waterfront .
Finally, Mary added that she will know in about 6
months to what scale the project would proceed. The construction
could begin as early as March, 1997 . She is confident that major
portions will happen.
She would like to have the Commissioners ' input
regarding the Wycoff Park proposal .
2 . Agenda Bill - Ordinance Amending Parks Protection
/Ordinance to add additional City-owned properties to list of Parks
provided for in BMC 13 .12
Jim Spencer reported that Del Knaus, Friends of
Parks, wrote to the City Council relating to the Parks Protection
Ordinance being out of date . The Parks & Recreation staff went
through the listing of City parks that fall under this ordinance
and updated the listing to reflect the current inventory of parks,
the new name for the Aquatic Center, and deletion of Roosevelt
Field. For the purposes of Parks Protection Ordinance, it was
decided that two items be deleted from the list : specifically, City
Hall Park and Gold Mountain Golf Complex since the Parks &
Recreation Department does not own these properties . Jim provided
the Commissioners with copies of the Agenda Bill on this subject
and informed them that the Agenda Bill will be taken to the City
Council for approval on Wednesday, October 30th.
The Commissioners supported the Agenda Bill in a form of
a motion. (M/S/C/U) (Barry Cook/Wanda Butler) .

the Philippine Community was carried unanimously. (M/S/C/U)
