2. Bremerton School District Agreement

between the two issues.

V. NEW BUSINESS
1. Pendergast Regional Park Report
Jim reported that he made a slide presentation to the
City Council study session on Pendergast Regional Park. The
purpose of the presentation was to update the City Council on the
park's latest developments, areas of concerns, revenue generating
options, advertising, and other related issues such as lighting,
fencing, equipment, as well as areas that need to be developed.
Jim also showed a slide featuring the major funding contributors
including in kind support towards the construction of the park.
According to Jim, the primary focus is on growing grass
(specifically the three softball fields) . Asphalt work for the
over 2,200 ft. long road is due for completion by end of this week.
There is a big decision point on June 1st to decide on the
playability of the three softball fields. At this point, Parks and
Recreation Department had sought expert opinions from a WSU
representative based in Auburn, and also from John Alexander,
Greens Superintendent at Gold Mountain Golf Course to examine the
grass, and help decide on the playability of the fields. If the
fields are playable, then an opening ceremony will be held on
Friday, June 23 .
At this point, the group entered into a general discussion in
regards to the use of ballfields at Pendergast Regional Park
tournaments and other related issues.
2. Arvon Property, 12th Street Property, Haddon School site
Arvon Property: Jodi explained that the Arvon
property is a lot that was donated to the Parks & Recreation
Department this January. Jodi described the property as a small
building lot, measuring about 50 x 150 feet, located off of 15th
St. down Arvon Avenue (1500 block) . According to Jodi, the
neighbors in that area are excited about building a park on it.
However, there is no money slated for this property at all.
12th Street Property: This property is located on
the corner of 12th St. and Naval Ave. The plan is to go ahead and
place a small piece of playground equipment, a couple of picnic
tables, and a few parking spaces. The Mayor provided the Parks and
Recreation Department around $50,000 from Excise Tax Fund to
develop this property.
According to Jodi, Parks and Recreation Department
staff are planning to meet with the neighbors in that area to
decide how the two aforementioned pieces of property should be
developed.
Haddon School site: During a recent neighborhood
meeting (Anderson Cove Neighborhood) , a short discussion on the

status of this subject came up. Overall, the City wanted the Parks
and Recreation Department to purchase the site; however, staff is
not recommending Commission action at this time and will continue
to pursue planning for these sites.
VI. STAFF REPORTS
1. Kitsap Lake Police Patrol
Jim met with Bremerton Police Chief Paul DuFresne and
Captain Rogers of Patrol Division relating to patrol and lack
thereof out at Kitsap Lake. The purpose of the meeting was to
remind the Chief and the Captain of the need to there to monitor
lake activities. Jim added that he was encouraged to know that the
Police Department recognized the concerns and they are doing
everything within their power to eliminate the problems. Chief
DuFresne informed Jim that they are planning on placing a trailer
on that area occasionally to pass out information on drinking and
speeding restrictions to the public. He (Chief DuFresne) is
looking to commence the program after Memorial Day.
Commissioner Smith asked Jim if the Chief said anything
about having a jet ski out there. Jim said he thought the Police
Department had one and it's just a matter of locating it out there.
Jim encouraged them to leave the jet ski out there and since
"Bremerton Police" was written on the vehicle, Jim thinks that
would really be a fairly effective reminder to people of their (the
Police) presence are there. The Chief was not definitive on
leaving the jet ski out there, and meanwhile Captain Rogers is in
the process of figuring out a schedule in getting somebody out
there and designating individuals to this task.
2. Boat Launch Fees
Jodi mentioned that she called the Washington State Parks
and Kitsap County Parks to inquire about boat launch drop fees.
The State Parks have two boat launches in the Kitsap area that
charge a drop fee of $3 or $4 (depending on how developed they
are) . It's an "honor system", and they also have parks with full
staff on site to basically pick up the envelopes twice a day. In
Kitsap County, they do not have launch fees at their lakes (Wildcat
Lake, Island Lake, etc. ) , but they do enforce parking fee of $2 per
vehicle. Part of the idea was to have a fee in order to cover the
cost for police patrol.
3. IAC Grant Projects - Evergreen Park and Blueberry Park
Jodi informed the Commissioners of the upcoming
meeting with Technical Advisory Committee. This group critiques
each of the projects presented and offers input on how to make a
better presentation for the real presentation in August.
Meanwhile, Jodi said she is gathering all the final materials which
are due for submission to IAC at the end of this week.
Jodi also added that the City (primarily the
Engineering Department) had also been dealing with the Department
of Ecology (DOE) due to hazardous waste being found by Evergreen
Park, specifically the northshore - Smith Cove. The City received
a letter back from DOE expressing their concerns about the area and
they have designated the area outside the Phase I Development area
411
as a potential hazardous site. At this time, Jim informed the
Commissioners that there is no recommendation and the staff had
sought for legal advice from the City Attorney, who is now in the
process of reviewing that information and then collectively between
the Parks staff, the City Attorney, and the Engineering Department,
will figure out what course of action needs to be taken.
In regards to the Phase I development portion of the
IAC grant, that area is outside of the area that is supposedly
contaminated and hopefully it would be a non-issue though this is
obviously an area of concern because it is in close proximity.
Jodi added that the master plan includes the hazardous site. Jim
said it is an area of concern but the staff is putting the ball in
the court of people who can help us understand the problem.
4. Tree Committee
Jim had an opportunity to attend the inaugural voyage of
the Tree Committee group which was held on May 16th. He commented
that it was an interesting, dynamic group of people who are
energized to do the right thing, and looking at urban forestry in
general. Between Kevin McFarland (Municipal Tree Program
Coordinator) and his predecessor, Kathy Van Pelt, they have
identified about 36 hazardous trees that need to be taken down. To
make the public aware of this, signs were posted at various parks
and marked the trees, and there were also articles in the
newspapers on this issue.
VII. COMMISSIONERS' COMMENTS AND QUESTIONS
Commissioner Johnson inquired about the issue on the
McKenzie Basketball Court. Jodi informed her that the City Councit
recognized Cliff McKenzie, and the staff ordered a plaque for the
retaining wall. The family is also being given a certificate of
appreciation from the City.
Commissioner Johnson also commented on how messy the
underneath the stands at Lions Field with cigarette butts, etc. ,
and asked Jim if there is a chance of having a "No Smoking" policy
at Pendergast; to which Jim said he does not think this is at all
possible and the stands can be hosed out.
Commissioner Sampson asked Jim where the funds from the
Golf Course go and if there is a need to be thinking ahead relative
to expansion. Jim replied the net profit goes into Park Capital.
Jodi added it is a good idea to think ahead.
Jodi asked the Commissioners' opinions as to how do they
see the staff pursuing this issue. Commissioner Sampson suggested
going to the City Council for authorization. Commissioner Vaughn
suggested developing a plan and having a commitment from the Mayor
and City Council for a certain amount of money dedicated for the
Parks and Recreation Department.
Commissioner Krone asked the following questions: (a) if
at a minimum, is there a tracking system of some sort in the City
to track how much money the Department is putting into General Fund
as compared to what it draws from the General Fund? Jodi replied
the Department has been maintaining a 6% or 7% of the General Fund.
(b) At Pendergast Regional Park, have the soccer goals been
installed? He heard that an organization called FC Kitsap will be
4110 410
providing those goals and what is the status on that? Jim replied
this will happen in the very near term and he (Jim) thinks they
have the goals and it is just a matter of scheduling and
coordinating with the maintenance crew for the actual installation.
Commissioner Krone informed Jim that if the staff needs help on
this issue, he is more than happy to help. He also apologized for
not being able to attend the past meetings due to a job-retraining.
Commissioner Tinsley requested an update on the golf
course) . She also suggested looking at a fundraiser such as park
benches where people can dedicate and have sayings on them. She
also asked if the Commission can have a meeting at the park.
Everyone thought it was a great idea to hold next month's meeting
at Pendergast Park.
Additionally, Jim mentioned that he recently had a
meeting with a gentleman from Seattle who was pursuing minor league
soccer franchise and was very interested in the Bremerton area.
There has also been a western baseball league who expressed
interest in this area for minor league baseball.
Golf course update: Jim participated in a pre-
construction meeting last week on the golf course with a group from
Maple Valley - Fore, Inc. was the winning bidder and the logging
has been going on for quite sometime. This is a family group who
has done McCormick and Port Ludlow, and they are hoping to have the
whole thing cleared and in before fall.
Commissioner Smith mentioned that he really enjoy working
with the Parks staff and he is aware that he had said it before and
will say it over again.
