Michael Vaughn. ABSENT/EXCUSED: Mariwyn Tinsley STAFF: Jim Spencer, Interim Director, Jodi Wroblewski, Asst. Director, Lena D'Agostino, Office Asst. II . AUDIENCE: Walt Draper, Bremerton School District, and R.K. Smith. I. CALL TO ORDER: Chairman Craig Smith called the meeting to order at 6:00 p.m. II. ITEMS FROM THE AUDIENCE: Walt Draper, Bremerton School District, informed the Commission that the City Attorney gave the School District an agreement to sign regarding the City's contribution of $44 ,000 to go towards the renovation of Legion Field. The Bremerton School Board has signed the agreement and construction is underway at Legion Field. III. AGENDA 1. Addition/Revision - None 2. Approval - M/S/C/U (Hall/Krone) IV. OLD BUSINESS 1. Roosevelt Field Replacement Commissioner Michael Vaughn informed the Commission regarding issues discussed at the Ad Hoc Task Force meeting, such as the best approach in presenting the issues at the City Council study session (i .e. providing the City Council with a list of the Commissioners' recommendations on the park improvements and excluding the school properties) . It was also decided that the issue regarding Interlocal Agreement with the school district on cooperative use of facilities be delayed. The Ad Hoc committee suggests concentrating on park improvements that would probably have a good chance of getting consensus with City Council . It does not mean at this point, that the Commission is giving up the idea of augmenting park facilities with upgraded school facilities. However, the initial goal is to get some positive feedback and accomplish designated tasks prior to returning to Commission recommendations regarding school district • • properties. According to Commissioner Vaughn, the adjusted figures for expenditure cost is about $750,000. Jim Spencer added that Ad Hoc Task Force will reconvene again on August 2nd at 2 :00 p.m. at Sheridan Park Community Center and invited everyone present to participate. That would be the last opportunity to meet as a group prior to a presentation to a study session, which is scheduled for August 7th at 8: 15 p.m. Jim also provided the Commissioners an analysis of the Parks and Recreation Commission's recommendations relative to Roosevelt Field Replacement fund (i.e. improvement sites and their estimated cost, timing of completion) (see attached copy) . He also informed the Commissioners of an article in the Bremerton Sun newspaper featuring the downtown re-vitalization project that was being proposed ( i.e. Sinclair Landing) . According to Jim, this is a very preliminary planning. He reported that he attended a meeting sponsored by the Chamber of Commerce at the Bayview Hotel where a presentation was made by the project development team. The area, if developed, could impact the Roosevelt Field Replacement fund revenue stream. Rich Hanna, City Treasurer, is leery at this stage in terms of making long-term bond commitments. Rich advised Jim about the need to look at capital available today and use up dollars available and take on these projects one at a time when there is available monies until it is known for sure where it's headed and not get extended with a potential loss of the revenue stream, otherwise there would be some difficulties along the way in paying the bonds. At this point, there was a general discussion among the Commissioners relating to above-mentioned issues. Commissioner Vaughn suggested in the way of a motion support of the Commission on the Ad Hoc Task Force recommendations. Commissioner Smith requested a motion for the Commission to endorse the Ad Hoc Task Force Committee's recommendations. (M/S/C/U) (Smith/Sampson) for the Commission to accept said recommendations and present as such at the City Council study session on August 7th. Motion carried unanimously. 2. Boardwalk Vendor Jim reported that he forwarded the comments made by the Commissioners relating to the proposed Boardwalk Vendor City Ordinance to Paula Johnston, City of Bremerton Taxes and Licensing Office. The only open issue was how far between each stand. Jim and Jodi looked at that issue and came up with a minimum of 50 feet between each vendor. This information was forwarded to Paula. Ultimately, it will be up to the Commissioners' discretion as to the number and type of vendors that will be allowed on the Boardwalk according to the proposed City Ordinance. Paula wanted to fast-tracked this issue and include it on the study session on the 10th of July; Jim, however, opted to not to include it since the topic was incompatible with the staff presentation. It will be presented to the Council at a date to be announced. • V. NEW BUSINESS - None VI. STAFF REPORT 1. Director's Position According to Jim, the assessment center for this position has been scheduled for the 3rd of August. This is a fairly elaborate interview process which includes a writing component, an oral presentation, etc. There are 6 candidates that would be reviewed by a panel to determine a final selection. Jim said he expected a new Director could be in place by Labor Day. 2. Tree Program Report Jim told the Commissioners that Kevin MacFarland, who is currently the City's urban forester, notified Jim of his resignation. Jim and Jodi have a meeting schedule with him on Thursday morning (July 27, 1995) to review all of his open action items and figure out what needs to be accomplished prior to his leaving. The most significant thing that Jim is aware of is the removal of the hazardous trees. 3. IAC Grants Jim informed the Commission that a formal presentation on Evergreen Park and Blueberry Park is scheduled on August 9th. The grant for Evergreen Park is $600,000 (asking for $300,000 matching fund from IAC grant) for Phase 1 development; $450,000 for Blueberry Park ($225,000 matching fund) . Jim and Jodi made a presentation at the IAC Technical Review Committee where they were constructively critiqued. Staff is now working on strengthening the presentation and hope to be successful in obtaining funding. The Evaluation Review will be held in August. 4. Kitsap Lake Due to schedule conflict, Jim was unable to attend a recent meeting about Kitsap Lake. Jim heard that the group at the meeting was quite volatile. There are a lot of issues involved but so far there has not been any definitive decision from that group that the Commission can actually review at this point. A state representative was present at the last meeting, and there is supposedly some funding from the State relative to the procurement of a boat and maybe even provide funding for additional patrol. The main issue is the lack of patrol; it's just a matter of getting a presence out there in a form of a cop to ticket people. Jim said he is convinced that if this is done on a regular basis, it would not take long for people to figure out what the rules are. 5. Pendergast Regional Park Jim reminded the Commissioners of the opening ceremony for the Pendergast Regional Park which will be held on Friday, July 28th, at 4 :30 p.m. Jim also said that he could not be more proud of the Parks Maintenance staff of their efforts; they have done some herculean tasks in terms of preparing for the opening of this park. Jim added that he is proud to be part of this Department at this particular time. Regarding Opening Day, Jim mentioned that the first game • • will be played by the Old Timers softball players. 6. Kitsap County Open Space Work Session Jodi mentioned that Phil Best and about 40 other delegates from diverse groups (Friends of Open Space, Hansville Greenway Committee, Bainbridge Island Land Trust, etc. ) met for a day-long workshop on Greenway Program last Friday, July 21st, at the Long Lake Park Community Center. The groups did a lot of "facilitating" and towards the end of the day they were able to form an organization whose mission statement was "organizing for the preservation of greenways in Kitsap County" . 7. N.A.D. Jim informed the group that there is still an interest in potentially developing a baseball stadium at N.A.D. Park for a minor league franchise. The feasibility is questionable; however, the development group had looked at the property and they think it is ideal for their use. Jim mentioned that there are other locations such as the Kitsap County Fairgrounds if the group is really serious about fast-tracking and having a facility for their Spring, 1996, program. Jim said he will keep the Commissioners posted on this issue. VII. COMMISSIONERS'S COMMENTS AND QUESTIONS Commissioner Larry Hall asked about the status of the April resolution on drop fee at the boat wash out at Kitsap Lake; to which Jodi replied the subject had slipped through the cracks. On the Director position, Commissioner Larry Sampson told Jim that he would like to volunteer for the assessment center if they need him to. He helped in the selection process last year and would not mind doing it again. Being her first time to attend the meeting, Commissioner Mary Sump introduced herself to the group and said she hopes to learn a lot. She also mentioned an issue regarding Haddon site and the lack of playground in her neighborhood. The Commissioners welcomed her to the Commission. Commissioner Vaughn once again mentioned his request for picnic benches as opposed to tables. Jim informed him that the Department ordered 7 picnic benches for Pendergast. Additionally, Jim said eventually the Department would put more benches along the perimeter of the basketball court. Commissioner Carol Johnson informed the Commissioners of the official Pendergast Opening Day fund-raising t-shirts for sale in a variety of colors. Proceeds from the sale would all go back to Pendergast. She also mentioned that they are looking for some volunteers to work at the concession stand the weekend after the opening weekend and if anyone is available to work at any time it would be appreciated. As a member of the Committee, Commissioner Smith extended his appreciation to Jim and Jodi for all the work they do. Same goes for Cyn Engelgau for doing a fine job with her soccer programs and her hard work. 110 VIII. APPROVAL OF MINUTES: June 27, 1995 (M/S/C/U) (Krone/Johnson) to approve the minutes as corrected.
