VI. OLD BUSINESS
1. Roosevelt Field Replacement
Commissioner Mariwyn Tinsley summarized for the
group the presentation made to the City Council on the 7th of
August. The Commission is interested in financing the total
estimated amount of $764 ,000.00 based on the revenue stream
generated from the parking lot. Their position is shown below:

Mayor Lynn Horton then explained to the group her position on how
she would like to see Roosevelt Field funds expended. She stressed
that she did not want to go in debt for any replacement projects
since the revenue stream could be potentially impacted by the
Sinclair Inlet development project. Mayor Horton's position is
summarized below:

After much lively discussion, the Commission and Mayor Horton were
unable to reach an agreement. The Mayor stated she would forward
her recommendations to the City Council separately.
2. Boardwalk Vendor
Jim Spencer informed the Commissioners that the
feedback he received was that the City is not really anxious to put
issues regarding Boardwalk vendors in an ordinance. Jim was asked
to approach the Commissioners to find out if they would be willing
to consider a formal action to the City Council that would state
that the Commission is not interested in having vendors at the
Boardwalk. The Boardwalk will continue to be used for the Sunday
Market and stay with the normal activities without the presence of
the vendors down there. Jim suggested that the Commissioners
discuss the issue during the next meeting. Commissioner Smith said
to "table" the issue until the next meeting.
V. NEW BUSINESS - Arvon Site, 12th & Naval Streets,
and Haddon Site
In regards to the Arvon Site, Commissioner Mary Sump
inquired about its status and informed the group that there are
some people who are willing to landscape the property for free and
put together a pre-fabricated playground.
Jim explained to the group that Parks and Recreation
Department staff have been recently approached about a utility
project happening in the 12th Street area and the need to use the
facility for a "lay down" area for some of the construction

equipment for approximately three months. The contractor for said
project is willing to reimburse the Department in the amount of
$500.00 and do the grading work at that site in exchange of their
use of the facility. Jim added that he would like to take
advantage of this offer and have the property graded for free.
This would delay that project further; however, Jim feels that
would give the Parks staff some time to put together neighborhood
meetings for Arvon and Haddon Sites collectively in order to find
out what the neighbors want done to these two locations.
Commissioner Sump mentioned that she had worked with
a group of people in obtaining 500 signatures in her neighborhood
relating to Haddon neighborhood park. The signatures were then
forwarded to the City Council at their recent meeting last
Wednesday. She also added that there have not been any negative
things heard about this issue. As far as she knows, the biggest
issues the neighbors in the area are concerned about are having the
land graded somehow and putting a fence around the property before
anything is started on. A group of people are working with her
towards acquisition of private funds for this project (and for both
12th and Arvon property as well) by contacting various
establishments such as KITZ. At this point, Jim and Jodi added
that the Department has funding for 12th Street property but there
has not been a neighborhood meeting set up.
VI. STAFF REPORT
1. Immediate Concerns
a. Boat Launch (Correction: Boat Dock)
Jim mentioned that the Boat Dock at Lions Field is
closed due to safety concerns brought by the presence of gaps
between the floats. The staff obtained some estimates for cost of
repair which amounted to approximately $4,000.00. The repair
should be accomplished as soon as possible.
b. Tennis Courts
There have been some problems with cracks at Lions
Tennis Courts anywhere up to half inch. It is not a safety concern
since they are not trip hazard but would certainly affect the
playability of those courts. Jim added that there is no funding
available for this project which estimated cost is $8,000.00.
When asked by Commissioner Tinsley what type of
support does Lions Field receives from the Lions Club (Bremerton
Central) , Jodi replied the Lions Club provides for some maintenance
projects in the building. . .
2. Director's Position
Jim mentioned that Commissioner Carol Johnson and
himself participated in the Assessment Center for the Director's
position held on the 3rd of August. There were four candidates but
no one was selected. Jim said he had committed to stay on in an
interim basis until someone is selected on a full-time basis. He
was also asked to reconsider considering accepting the Director's
position, which is what he had agreed to do.
3. Tree Program

Jim informed the group of a Tree Committee meeting
last Thursday evening with Elizabeth Walker from Department of
Natural Resources. The group identified and discussed priorities
with Ms. Walker; hazardous tree removal being the top of the list.
a. Hazardous Tree Removal
Removal of hazardous trees began today at Evergreen
Park.
b. Nursery Location
Ideal location for the nursery would be Stephenson
Canyon which will require irrigation and fencing. The Department
also developed some plans for a number of parks (Pendergast, Forest
Ridge, Kiwanis, SR-3, Sheridan Park, Evergreen and Eastpark, etc. ) .
On the top of the list is Pendergast with over 400 trees for the
parking area in the parking lost swales.
4. IAC Grants - Presentation Results from August 9th
Jim, Jodi and the Mayor met with the Interagency
Commitee (IAC) Evaluation Team and presented the IAC Grants
projects in Olympia. The presentations went very well; Jodi did an
excellent job in organizing and presenting the technical items.
There is over half a million dollars riding on those presentations.
Jodi added that maybe in September the results would come out as to
whether or not "we made the list" . . . .
5. Pendergast Regional Park
a. Soccer Field Concern
Jim received a significant number of complaints
regarding the playability of Pendergast soccer fields. Jim spoke
with a number of people, including the designer of the soccer
fields and owners of similar types of all-weather surfaces, who
informed him that it takes time for the sand at the soccer fields
to tighten up. Right now the soccer players are not happy and the
soccer community indicates that they do not want to play on it
until it is better; however, the designer of these fields told Jim
it will not get better until people play on it. Jim said that the
Department is doing everything it can to make it better.
b. Additional Work
Jim informed the Commission regarding additional
work done at Pendergast: Parametrix staked Fields 4, 5 and 6
identifying subgrade; and Belfair Sand and Gravel is talking about
removing some dirt and flattening the whole area prior to having it
hydro-seeded.
6. Gold Mountain Golf Course
a. Progress
Fore, Inc. (contractor at Gold Mountain Golf
Course) informed Jim that they plan to have rough grade completed
on all 18 holes by the end of this week. They are confident that
they will have at least 9 holes seeded this year and are trying to
get all 18 seeded by the end of fall this year. This has great
implications to Parks and Recreation Department in terms of revenue
a year from now.

b. Maintenance Facility
The original plan was to take down the old
maintenance facility and put up a new one in its place. After
getting back some parking design information, it was determined
that there were spaces for only 319 cars. The parking issue forced
the Department to look for an alternate location for the
maintenance facility. Joint use of an area currently being used by
the Department of Public Works and Utilities being investigated.
c. Fee Increases
The Department is looking at fee increases for
Gold Mountain which equate to about $1 per round increase
(currently $22 per weekend round; weekday fee is $18) . Tentative
preliminary data indicates a total composite increase of 5.7%. Jim
added that according to the Seattle Times recent annual Northwest
feature, Gold Mountain is the #1 Hest Value in the state.
6. Big Toy Installations
Jim mentioned the newly installed big toy equipment
at Manette Playfield, which is a huge hit with the neighborhood
children in the area.
Kitsap County Parks and Recreation Director Cyndy
Holtz informed Jim that she mailed an interlocal agreement which
has the County providing $25,000 towards the purchase of a toy for
Pendergast.
Pacific Playground will install a huge toy boat at
Warren Avenue Playground in September.
7. Kitsap Lake
Relative to the parking issue (boat launch fee to
generate revenue to increase patrol) at Kitsap Lake, the issue has
not been addressed. Two weeks ago, Police Chief Paul DuFresne said
he had turned in an application for funding for acquiring a new
patrol boat for Kitsap Lake and he is very confident that he will
get the boat. There might be some funds for patrol included in
this grant.
VI. COMMISSIONERS' COMMENTS AND QUESTIONS
Commissioner Sump volunteered to help organize the
neighborhood meetings relative to prevailing issues.
Commissioner Vaughn said he would like to know if
the Commission would be interested in having Sinclair Landing Group
come to present their program. It would be appropriate if they
come in some kind of forum that would include parks and recreation.
Commissioner Vaughn would be willing to work with Jim Spencer to
send notice out.
Commissioner Smith commented that the meeting
tonight was interesting.
Commissioner Tinsley said she is pleased to learn
that Jim is reconsidering for the Director's position.
Jim added that he is really appreciative of all the
Commissioners' efforts and he reitirated that in regards to the
prevailing issue, Parks and Recreation Department and the
Commissioners are in it together.
