alternative options .
Jim informed the group of the presence of positive
community support for this project . Cynthia referenced the
skateboarding issues downtown and how there is currently nowhere
for the skateboarders to go. At this point, the group entered into
a general discussion concerning the proposed location at Eastpark
for the skateboard park, the expected number of users, liability
issues and its relevance to the City of Bremerton.
Cynthia also mentioned the Pendergast comedy night
fund raising event scheduled for September 28 .
2 . YMCA Proposal -
Jim reported that the YMCA has submitted a Community
Development Block Grant (CDBG) application to fund development of
a multi-purpose youth field in the area that is contained within
the Y' s current lease at EastPark. The field proposed is for
younger children and if the funding goes through, YMCA officials
have indicated that the field will be available for Parks and
Recreation Department use as well as YMCA programs .
Jim asked the Commissioners ' recommendations
regarding this matter. (M/S/C/II) (Tinsley/Vaughn) to be in
agreement to allow YMCA to develop said youth field. Motion
carried unanimously.
2a. Parks & Recreation Department CDBG grant Proposals
Jim provided background information regarding a CDBG
application that the Parks & Recreation Department submitted to
expand the Parks and Recreation Department ' s Summer Playground
Program. If funded, the Department would be able to expand the
current program from half day programs at four sites to 6 hour
daily programs (M-F) at six sites .

development may take place at these locations.

function of the Art Anderson firm and reviewed the three major
elements (ferry terminal, transit-oriented garage, an expanded
marina and underground parking facility) relative to this project .
Rich Rucker explained the emphasis on the festival
retail/entertainment retail concept and the presence of an extreme
interest shown by retailers in regards to this development project .
His group had been in touch with Marriott' s consultant related to
locating a hotel/motel, the possibility of including a cinema and
a high end supermarket . He also reviewed alternative methods of
financing that could be obtained to assist this project .
Eric Anderson summarized the benefits of this
project on federal, state and local levels .
At this point, the group entered into a general
discussion relative to this project and its impact to the community
in general .
2 . Roosevelt Field Replacement
Jim reported that the Bremerton School District had
the Haddon Elementary School site re-appraised and the new
appraisal value is $210, 000 . Jim said he and Mayor Horton are in
the process of developing a City Council Agenda Bill regarding the
planned use of the Roosevelt Field Fund. This will show the
differing positions between the Administration and Parks &
Recreation Commission. The Agenda Bill will recommend the
Administration' s position.
The group then discussed the condition of property
and the Commission' s position with regard to this issue and the
upcoming contents/language to go in the agenda bill. The
Commissioner' s discussed how they could take the opportunity to
apprise City Council of their (Commissioners' ) position.
3 . Boardwalk Vendor
Jim said he found out that in spite of the Boardwalk
Vendor' s proposal that was brought to Commission in August, there
is very little interest in vending on or about the Boardwalk. He
also reported numerous concerns were received from local businesses
who opposed this issue. Jim proposed that this issue be tabled
until it is known where the Sinclair project is headed. In the
interim he suggested that it be business as usual and to not allow
vendors on the Boardwalk. (M/S/C/II) (Johnson/Sampson) .

VI. STAFF REPORT
1. IAC Preliminary Results
Jim informed the group that we received a
preliminary report from the IAC showing the projects ranking in
regard to potential state grant funding. Despite all the efforts
made, the Evergreen Park proposal (ranked at 28) and the Blueberry
Park proposal (ranked at 47) will probably be too low in the
rankings to receive funding since there is only 2 .5 million dollars
available. This was disappointing but Jim said the staff will
submit the proposals again next year.
2 . - Tree Committee
Jim reported that he met with the Tree Committee the
evening prior. He commented that the public welcomed the urban
forest action and he believed all issues had been addressed which
assisted in the positive public response. Jim said he reviewed the
Tree Ordinance and requested that the Commissioners do the same and
forward any comments, so that they can be incorporated into the
ordinance.
3 . Gold Mountain
Jim informed the group of an upcoming fee increase
of 5 . 795 for 1996 . This is consistent with the performa used a
financial modelling associated with the expansion project. All
discounted rounds have been kept intact, with rates being locked in
for the new course. Jim added that he expected to be playing on '
the new course by this time next year and that the rate will be old
course fee plus $5.00 .
4. Director's Report
(a) Jim provided the Commissioners an update of the
recent submittal of the 1996 budget and the budget process .
(b) N.A.D. Park (Log House) - Jim informed the
Commissioners that the Department decided to keep the house rented,
and it is a good idea to have presence out there to monitor park
activities .
(c) Jim informed the Commissioners of an upcoming
dedication ceremony scheduled this Saturday - Cliff McKenzie
Memorial Park to be held at 1 :00 p.m.
4
(c) Jim relayed that Commissioner Mary Sump had
been in a serious automobile accident and is now at Harborview
Medical Center.
(e) Regarding Pendergast soccer fields, Jim
reported that the soccer fields are being used and he has received
a lot of positive comments . Hydroseeding on the banks will be
taking place next week.
(f) Lions Field' s infields will be re-done
beginning next week.
(g) Warren Avenue Playfield' s playground equipment
(a ship) is being assembled. Additionally, the contract with the
County for $25, 000 (funding the playground equipment at. Pendergast
Regional Park) has been signed and processed.
VII. COMMISSIONERS' COMMENTS AND QUESTIONS
Commissioner Larry Sampson stated that he wants to
pass on the excitement of John and Scott Alexander with regards to
the golf course expansion and the contractors that have been
involved in the project .
Commissioner Mariwyn Tinsley submitted her
resignation, which will be effective after Commission goes to City
Council with Roosevelt issue.
Commissioner Michael Vaughn recommended that Sinclair
Landing' s Blue Ribbon Policy Committee be involved in the
prevailing issue . He requested that a letter be sent to the
committee confirming the Parks and Recreation Commission' s interest
and commitment to this project . At this point, Commissioner
Tinsley suggested than an appointee and alternate be appointed to
attend meetings since representation would be valuable to protect
the Commissioners ' interests .
Commissioner Larry Hall informed the group that he
will not seek re-appointment . He sited his frustration of spending
three years listening to the Parks Department input on use of
Roosevelt Field replacement money and then developing a prioritized
list of projects, only to have it questioned by the current Mayor.
He was not comfortable advocating her agenda since he is uncertain
what her information is based on.
Commissioner Hall was further discouraged by the
Mayor' s demand that the Commission support her proposal or resign,
and that the Parks Department is now advocating her position.
Jim Spencer commented that he is very appreciative
of Commissioners Tinsley and Hall ' s time, efforts, and commitment
to make a difference and for trying their very best to make the
City of Bremerton a better place to live.
