Forest Ridge Park Easement Request Vicki Vanneman introduced David Grellier, an architect from Ateur Northwest, and Duane Baker, Baker Construction. They presented a request for approval of an easement off Summit Avenue through an area of Parks & Recreation owned wooded property on the east side of Summit Avenue from Forest Ridge Park. Mr. Baker is proposing to build 10 housing units ( 1 ,000 sq. ft. ) on the east side of the property. The plans call for a garage level entrance to the units off Lafayette Street and a secondary entrance from a drive way that would be accessed from Summit Street. They indicated that there is a driveway on the north side that is already part of the builder's property and incorporated into the plan. Commissioners asked what the cost of the homes would be and to whom were the builders planning on marketing the housing. Mr. Grellier indicated that they were still in the planning stages and weren't prepared to determine who they were planning on selling these units to. There was a general discussion regarding the potential markets for this type of housing. Commissioner Simmons asked how much park property were they asking for. Mr. Grellier indicated that they needed an access that would be 20 x 80 feet. Vicki reported that she and Jodi Wroblewski visited the site and that there was a driveway through the property on the south side. That driveway had been there for a while. Commissioners asked if that drive way could be used as a common access. Mr. Grellier indicated that the existing driveway was not in the correct location for that alternative. Commissioner Sampson asked about the topography of the area. Mr. Grellier explained that they chose the spot because it would be the shortest distance with the least amount of cutting. Commissioner Bratonia asked if there would be an impact on the park. There was some discussion regarding the activities at 11 Forest Ridge Park and it was the consensus thlilla project such as this had the potential to enhance the park. Mr. Grellier and Mr. Baker indicated a strong interest in developing some kind of a park amenity on this portion of the property, depending on the potential market, such as a tot lot or trails and lighting. Chairman Smith asked what their time line was. They indicated that there were a number of other permits and clearances from other City Departments. It was the consensus to table the issue until the next Commission meeting. Commissioners expressed an interest in looking at the site before the next meeting. Commissioner Tinsley stated the need to establish criteria to grant easements. There was a general discussion regarding the number of similar requests that have come to the Commission recently. It was the Commissioners' consensus to develop a policy regarding granting easements across Parks & Recreation Department's properties. 2 . Parks & Recreation Goals and Objectives = 1994 Vicki Vanneman reported that she had met with Mayor Horton to discuss Parks & Recreation Department's 1994 goals and objectives. Vicki indicated she had gone into the meeting with a set of goals and that Mayor Horton had also prepared a set of goals. In general , Vicki felt that the two sets of goals were in concert. She reported that Mayor Horton's goals included: * Completing Phase 1 of Andy Pendergast Regional Park so that soccer can be played on it by Fall , 1994 , and softball can be played on it by Spring, 1995 . * Initiate the plan to expand Gold Mountain Golf Course by another 18 holes by 1995. (Vicki indicated that the 1995 date was premature) . * To go forward with plans to upgrade the maintenance facility at Gold Mountain Golf Course, but to reduce the scope to address areas of regulatory concerns (i .e. pesticide storage, wash down area, and fuel storage areas. ) * To effect a project in the Roosevelt Field Replacement Plan in 1994 . * To explore options for a Westside Recreation Center for teens and/or Seniors. . Elks Building - downtown . Smith School in conjunction with KCAP * Initiate after school programs * Initiate a Youth Council advisory group to the City Council . * Hold a Drug and Gang Summit Vicki indicated that Terry O'Neill and Henry Minci were heading up this project. There was discussion regarding the work of the Bremerton School District and ESD in this area. It was suggested that O'Neill and Minci get in touch with Dr. Thomas and or Jackie LaChapelle regarding this program. * Explore the possibility of having a Class AA Baseball franchise in the City. Vicki reported that Mayor Horton, Jodi Wroblewski , Pat Westhoff and Jim Spencer (Athletic Division staff) met with Gary Thomson, representing the AA Baseball League. The League wants to establish a Western league similar to the Northern League. This league is independent and not affiliated with Major League Baseball . Mr. Thomson explored the possibilities regarding siting a baseball stadium in the Bremerton area. Mayor Horton indicated that the City would thoroughly explore all potential sites. Commissioner Bratonia asked what is Mayor Horton's priority. Vicki indicated that priorities are the Pendergast and the Gold Mountain projects. V. OLD BUSINESS 1 . Roosevelt Field Replacement Plan - Update Chairman Smith reported that Commissioners Smith, Tinsley, Johnson and Hall , along with Vicki Vanneman and Jodi Wroblewski , met with School District Superintendent Dwayne Boyd, Field Ryan and Walt Draper to discuss the School District's position on the potential mutual development of School District properties and subsequent use by the Parks & Recreation Department. He reported that the School District Board is very supportive regarding mutual use of facilities. He indicated that a number of sites were discussed regarding the potential for the Parks & Recreation Department to develop them to suit the Department's needs and enhance the School District's use. There was a general discussion about the various sites and potential development. There was general discussion regarding a "Join Use of Facilities" agreement between the Bremerton School District and the City of Bremerton Parks & Recreation Department. Commissioner Hall indicated that he would be willing to look at this issue and draft an agreement for the two entities to look at. Vicki indicated that she was in the process of collecting agreements from other agencies as models . Vicki indicated that the next step would be to ask the City's Project Manager, Dan Miller, if he would be willing and able to develop cost estimates for the various projects that have been outlined. After that's been done, the Commission could prioritize the projects in light of the potential funding. Vicki reported that in addition to the Roosevelt Field Replacement Plan meeting with the School District, she met with Field Ryan regarding the possibility of the City participating in the replacement of the Crown Hill School Gym. This would enable that facility to be built full size with amenities such as a hardwood floor and space for bleachers so that it can be used for non-elementary school programs as well . VI . STAFF REPORT AND CALENDAR OF EVENTS 1 . Weed Problem at Kitsap Lake: Vicki reported that Tom Cressman, Foreman, has been looking into the various methods to address the aquatic weed problem at Kitsap Lake. Three methods suggested are 1) sterilized carp which would eat the plants. 2) Using an Aquatic weed harvester. 3 ) Covering the area with a cover to cut off sunlight and diminish weed growth. In addition, she has requested a consultant to provide a proposal . She also indicated that it was time to look at the Kitsap Lake ordinances and to make any appropriate changes. 2 . Concerns Regarding the Softball Facility at the County Fairgrounds. Vicki reported that she and the Athletic Staff met with some , 411 softball players who expressed concerns about e playing safety of the softball fields at the County Fairgrounds. The primary concern involved light poles in the outfield that are in the field of play. Vicki indicated that staff met with the Kitsap County Fairgrounds personnel and that the following changes are being made: the County will install a new outfield fence on Field 2 that will effectively remove the light pole from the field of play. The County will upgrade the existing field lighting by replacing non- functioning units and wrap the base of the light pole on field 3 . This information has been forwarded to the players who originally expressed the concerns. 3 . County Wide Bond Issue Vicki reported that there are indications that the Friends of Opens Space are considering running another county-wide bond issue sometime this year. Organizers have indicated that the Bond Issue will probably be smaller (by half) and have more active park issues than the last bond issue. VII. COMMISSIONERS' QUESTIONS AND COMMENTS Johnson: What is the status of the Warren Avenue/KCAP Parking Lot issue? What is the status of the KCAP proposal pertaining to Eastpark? Vicki indicated that both issues are being looked at by the City's Attorney and that she has discussed both issues with Mayor Horton. Pendergast? Rough grading is not finished. Belfair Sand and Gravel has volunteered to do the fine grading. Paramatrix will be doing a new topographical map. However, we are preparing to go out to bid by mid-March, 1994 .
