PUBLIC INPUT: Del Knauss and Greg Triggs, attended to address a proposed name change for Warren Avenue Playfield, however, since this was Agenda Item IV under New Business they agreed to address it at that time. III. AGENDA: Additions or Revisions 1 . M/S/C/U (Sampson/Johnson) to approve the Agenda as submitted. IV: NEW BUSINESS: 1 . Proposed Name Change for Warren Avenue Playfield Del Knauss and Greg Triggs submitted a letter of support from 35 citizens requesting the Commissioners rename Warren Avenue Playfield to Carpenter Field in honor of Murrel Carpenter. It was the group's opinion that all requirements of the Provision for Naming of Parks have been met. This request is based upon the many years of dedication Murrel Carpenter and his wife Betty have given to the care and maintenance of the Field for PeeWee use. Mr. Carpenter dedicated 27 years of his life ensuring Warren Avenue Field was ready for PeeWee games, by raking, mowing and lining the fields. Mr. Carpenter handled all the paper work, monies and concessions , such as the annual Christmas Tree sale to support the PeeWee organizations. On many occasions he provided the money to purchase sports equipment for the youths participants who needed financial assistance. • • Parks & Recreation Commission Meeting Page 2 Minutes of: 4/26/94 Ms. Vanneman submitted a report on how Warren Avenue Playfield obtained it's name and expressed her appreciation to the Carpenter's for all their contributions to make the Warren Avenue PeeWees, one of the strongest PeeWee Organizations in town over the years. Commissioners Smith, Johnson, Hall, and Sampson volunteered to review this request and make a recommendation to the Commissioners at the next meeting. Commissioner Hall will set up a phone conference meeting. V. OLD BUSINESS: 1 . Forest Ridge Park Easement Request - Discussion: Ms. Vanneman said the first option the Commissioners chose to support the Baker's request for an easement at Forest Ridge Park would require a 9-0 vote from the City Council . The Baker's have now submitted a design which indicates they will build a parking lot that would serve Park patrons with an access driveway to the residential units they are planning to build. Eight parking stalls are planned with two stalls designated for handicap parking. Landscaping, screening, and sidewalks would be provided. After the parking lot is built the City could then grant an easement over the existing park property. If the City Council agrees to the Baker's proposal, the City Attorney would then draft a letter of agreement between the City and the Bakers. Discussion: Commissioner Sampson asked about the lighting in the area and Commissioner Tinsley inquired if other amenities would be provided. Mr. Baker stated lighting would be provided but other amenities would not, as the parking lot exceeds the $5,000 donation that was originally discussed for improvements. Ms. Vanneman explained at this time the Bakers are only seeking approval for the site plans. M/S (Hall/Tinsley) to adopt the Parks and Recreation Commission commitment to the Bakers to recommend to City Council their easements pursuant to Bakers preliminary site plan as submitted with lighting. Motion by Commissioner Hall to amend his motion to read the Parks and Recreation Commissioners adopt their commitment to the Bakers to recommend to City Council the easement requested by the Bakers pursuant to the Bakers site plan as submitted to the Commissioners with a minimum of two (2) standards with directional lighting. MOTION PASSED (Commissioner Vaughn withdrew because his firm (Bradley Scott) have the Bakers as a client. • • Parks & Recreation Commission Meeting Page 3 Minutes of: 4/26/94 2 . Develop practice football field located behind the high school for soccer use - not necessary, it's suitable for practice as it is and is too small for actual games b. Memorial Stadium surface - too expensive MISCELLANEOUS Other issues discussed and are in the process of being resolved: - Establish joint development/use strategies with the School District - Soccer use on football field during non-football season M/S/C/U (Tinsley/Johnson) to approve the priority list in the order in which it was written for replacement of Roosevelt Field. Ms. Vanneman explained a joint agreement with the School District needs to be secured before recommended improvements can begin. A meeting will be held with staff, School District Officials and Commissioners Hall , Smith, Tinsley and Vaughn on May 4th, 7 : 30 AM at Pat's Cookie Jar. 3 . Open Space/Rec Facilities Bond Issue - Discussion Ms. Vanneman shared the list the Commissioners compiled with Mayor Horton, however, the Mayor did not wish to pursue the Illahee Trust Lands acquisition at this time. After discussion it was agreed by all that a letter would be drafted to Rick Smith, Chairman of the Open Space Bond Issue, with the list of improvements (including acquisition of the Illahee Trust Lands) that the Commissioners would like if the Bond issue passes. The letter would also explain Mayor Horton's opposition to the acquisition of the Illahee Trust Lands. Ms. Vanneman explained that the organizers of this Bond Issue have not yet made a decision regarding schedule for placement on the ballot and probably won't do so until after the May 3 , 1994 School levy.
