modification, could meet our needs. It was agreed by the
Committee to review and utilize the expertise of the other
agencies to minimize the time needed to implement our
Interlocal Agreement.
After considerable discussion it was agreed the City Attorney,
and School District Attorney would review the proposed
Interlocal Agreement and then it will be presented to the
combined School District/Parks Committee for implementation of
addendums referencing all the sites which will have joint use.
The agreement with addendums will then be forwarded, at the
same time, to the City Council and School Board for review and
discussion. To finalize and implement the Interlocal
Agreement approval will be needed from both the School
District and City Council . City Council will also have to
approve the monies ($750, 000) designated for the improvements.
It was noted by all that the Attorneys review the Interlocal

the School Board and City Council for approval before the next
school year begins .
3 . Boardwalk Policies and Procedures - Committee Report
Commissioners Johnson, Smith and Vaughn met with Parks and
Recreation staff and Business License Inspector Paula Johnston
to address the concerns arising from the use of the Boardwalk.
Since the creation of the Boardwalk it has become extremely
popular for a variety of activities and functions . Policies
and procedures should be adopted to make the rules for use
consistent in all requests. Some of the concerns addressed at
this meeting were: Type of event; fees charged; City
sponsored or co-sponsored by City events; special events;
parking; Farmers Market space and rental; loading and
unloading of vendors merchandise; avoid discrimination - abide
by the existing laws; use of equipment on boardwalk such as
risers, chairs, and bleachers; clean-up costs; rental fees;
liability insurance; business licenses for events and other
various concerns. Commissioner Johnson suggested a list of
events should be compiled to inform the Commissioners of the
type of events currently planned for the Boardwalk. Ms.
Vanneman suggested another meeting should be held with Ms.
Johnson to create a Policy and Procedure draft for submittal
to the Commissioners for discussion. The meeting will take
place at a later date.

V. STAFF REPORT AND CALENDAR OF EVENTS: Ms. Vanneman updated the
Commission on the following:
Boardwalk - tree planters have been approved to be purchased.
They will resemble the bollards with granite plaques and
weeping cherry trees will be planted in them.
Golf Course - Sole source purchase of a mower will be
presented to City Council for approval next week. Council (9-0
vote) has given approval for Design of the new addition of 18
holes to John Harbottle Design Firm. Staff has had one
meeting so far and will have another next week to finalize
analysis to satisfy underwriters for issuance of revenue
bonds.
Warren Avenue Playfield - The Pirate Play Ship and 3 Orcas
have been purchased with Block Grant Funds and will be
installed shortly.
Pendergast Park - Underground springs have been found, however
this has been resolved and a call for bids will take place on
June 1st and bid opening on June 20 , 1994 for Phase I.
Pheasant, deer and quail have been seen and the location of
the playing fields and soccer fields is highly visible now
that clearing of the area has been completed.
Ms. Vanneman reported she had been contacted by Mick McKinley,
Fire Chief regarding using the National Guard House for Park
purposes on a year lease basis which she readily accepted,
however this arrangement/lease will have to be approved by
Mayor Horton. As a provision of the lease, the Parks
Department has to maintain the grounds. This building is in
very good condition and will be an excellent place to store
Park equipment such as mowers, etc.
Kitsap Lake - Fish Pro has been in contact with Ms. Vanneman
regarding the growth of weeds at the Lake and have recommended
cutting the weeds with a hand held cutter and then installing
a net barrier to control the weed growth. Commissioner Hall
said the same action had been taken before with very little
results as the barrier deteriorated rather quickly and he is
concerned this may have the same results. Integrating carp
into the lake would not guarantee positive results as the carp
may monopolize and destroy other fish stocks in the lake.
