Recreation Center. She reported that there will be over 80 booths of crafts, food and gifts. She also
reported that the Friday hours are new this year. Becky distributed posters and encouraged everyone
to attend and bring their friends!
Del Knauss informed the Commission that he had received an Audit Report regarding the Roosevelt
Field Fund. The Commissioners were very interested in the report and asked staff to obtain a copy
of the report for them.
III. AGENDA - no changes to the agenda
IV. OLD BUSINESS
1. ROOSEVELT FIELD REPLACEMENT PLAN
There was a great deal of discussion regarding the status of the Roosevelt Field Replacement
Plan. Commissioner Tinsley reviewed the events leading up to the decisions regarding the specific
in the plan. She and other Commissioners reviewed their activities in formulating the elements of the
plan. They discussed the fact that they had spent a great deal of time and energy looking at a number
of properties to acquire as park sites but had concluded that acquisition would cost more money than

the resource from the Bremerton Lumber site could support. Consequently, the Commission entered
into discussions with the School District to utilize School District facilities, up grade the facilities to
Parks & Recreation standards and then utilize these properties when not being used by school
programs.
Realizing that a formal agreement would need to be worked out,the Commissioners indicated
that they had reviewed a number of school district/city agreements from other cities and had sent a
rough draft to the Bremerton City Attorney's Office for review and comments. Pat Harris informed
the Commissioners that the City Attorney had not reviewed the document. Commissioners were
disturbed that this issue had not progressed. They indicated that this was a key element in assembling
the Roosevelt Field Replacement Plan before presenting it to the Mayor and City Council.
Commissioners asked staff to resubmit the Mutual Use Agreement to the City Attorney for his
review and comments.
There was a general discussion regarding when and how to present the plan to City Council.
Commissioner Bratonia asked where the Mayor stands on the issue. Pat Harris indicated that the
Mayor asked him to develop a master plan for Evergreen Park in 1995. He suggested that there be
a meeting with the Mayor and City Council. Commissioner Tinsley suggested that the plan be
discussed at a City Council Study session. Commission Hall suggested that the Interlocal Agreement
be in place before that meeting takes place. Pat Harris remarked that the Interlocal Agreement could
address a long term maintenance arrangement with the School District after the initial capitalization
while specifics would be worked out on a facility by facility basis.
It was the consensus that Commissioners Tinsley and Hall make a presentation at either the
October 3rd or October 17th study session. The discussion will be for information only.
Commissioners indicated that they needed the map and certain elements of the background material.
Pat Harris said that he would make the arrangements.
(At this time Pat Harris asked to move up Agenda item V.1. Urban Forest Management Program)
V. NEW BUSINESS
1. URBAN FOREST MANAGEMENT PROGRAM
Kathy Van Pelt, Tree Program Coordinator, outlined the City's involvement with the
Department of Natural Resources grant for an Urban Tree Program. She indicated that her task is
to improve community involvement in the management of the City's urban forest. She reported that
she is proposing to update the City's tree ordinances, inventory the existing tree resources, and
develop a Master Plan for the City's Urban Forest. The Master Plan would include guidelines and
standards for planting and managing trees, and community involvement. The plan would develop
policies for issues such as hazardous trees on City property.
Kathy told the Commissioners that she would like to establish a Tree Committee that would
be involved in the management of the City's urban forest. She suggested that the committee be
comprised of representatives from the Parks& Recreation Department, other City departments and
citizens. She indicated that the Tree Committee could be a sub-committee of the Parks& Recreation
Commission or it could stand alone to advise the Department. Pat Harris told the Commissioners that
he was looking for an advocacy group in this matter and that this issue encompasses all City trees and
would not be restricted to Street trees. Kathy went on to say that this program would develop a

coherent Tree plan for the future. Commissioner Vaughn asked who would make up the Committee.
Kathy suggested a mix of citizens and tree professionals as well as City staff. The Committee would
be a planning and advisory committee. She felt that this would eliminate managing the tree program
by crisis.
Kathy asked that the Commission review the proposed revised Ordinance. She asked that
they make comments to her before the next meeting. She would then incorporate them into the
proposal and would like their recommendation for adoption at the October meeting.
IV. OLD BUSINESS (continued)
2. PARKS & RECREATION COMPREHENSIVE PLAN
Pat Harris reported that the City had hired Beckwith Consulting Group, Inc. to provide data
for the current development of the Parks& Recreation Department's Comprehensive Plan. To date,
Beckwith has accomplished an intercept survey which was distributed at the Blackberry Festival as
well as through activities and programs. Beckwith will also be doing a telephone survey.
Pat told the Commissioners that one of the tasks is to determine the City's "level of service"
(LOS). He indicated that we would be using the current inventory of parks and facilities and
comparing them to the National Recreation and Parks Standards as well as Kitsap .County
recommended levels of service. With that material, we will be defining a proposed level of service
on which to base future planning.
Pat indicated that at the next Commission meeting he would be asking for the Commissioners'
input regarding the CIP(Capital Improvement Plan) and establishing the proposed level of services.
Pat asked the Commissioners if they would consider attending several meetings in addition
to their regular business meetings in order to be able to discuss and develop the Comprehensive Plan.
The Commissioners indicated that they were willing to attend a couple of additional meetings. There
was a general discussing regarding the meeting schedule between now and the end of the year.
The meetings will be:
Regular business meeting: Tuesday, October 25
Special meeting: Tuesday, November 8
Regular business meeting: Tuesday, November 15*
Special meeting: Tuesday, December 6
Regular meeting: Tuesday, December 20*
*(these meetings were moved up one week so as not to fall within the holiday week)
Commissioner Vaughn asked how this related to the City's Comprehensive Plan. Pat indicated
that we have been working with the City Planning Department and plan to amend the City's plan in
1995 to include the updated Parks&Recreation Comprehensive plan.
3. RENAMING EASTPARK NATURE TRAIL
Pat Harris reported to the Commissioners that new information has come to light since the
last meeting where the Commissioner tabled discussion on this item. He indicated that Susan Leavell
told him that the petitioners suggested that the Commissioners consider changing the name of either
Eastpark Nature Trail or the Bremerton Municipal Swimming Pool to honor Glen Jarstad. There was
a discussion regarding the fact that the Park Naming policy did not address "renaming" an park or
facility. The Commissioners were not comfortable renaming a park at this time and wanted to further
discuss formulating a policy regarding the "renaming" issue. Staff indicated that they would do some
research and bring some recommendations to the next Commission meeting.

VI. STAFF REPORTS
1. Pendergast Park: The construction is progressing. There were some problems and slight delays
when they hit rock. However they have been blasting and are almost done installing the irrigation
lines. They plan to seed the fields the middle of October.
2. Irrigation Projects: Maintenance staff will be installing automatic irrigation systems at Sheridan
Park, Evergreen Park and Kiwanis Park this fall.
3. Manette Bridge: Staff has been meeting with the Manette business group who wish to upgrade
the landscaped area on the southeast corner of the Manette Bridge, They will design the landscaping
and purchase the plant materials. The Department must approve the design and will assist them in
the installation. When the landscaping is installed, the Boat Shed Restaurant is responsible for the
day-to-day maintenance of the area for use of the parking lot.
4. Warren Avenue:
a. Play Equipment - we will be replacing the log playground equipment with a new
playground piece. It will also be in the form of a ship. It will also have three Orca spring toys. This
is a major upgrade to the park. This is funded by a Community Development Block Grant.
b. KCAP Duplex- Councilman Neville reported that he has had several meetings with the
neighbors around Warren Park to negotiate a compromise regarding the placement of a KCAP duplex
and the parking area next to the PeeWee Clubhouse. He indicated that the current proposal is to
place the duplex on an area west of the tennis courts. He also said that the neighbors want the turn-
around they were promised and the tennis courts repaired. KCAP is willing to trade the lots. There
is no more than a 9 square foot difference between the two areas. Negotiations are still under way.
5. Gold Mountain Golf Course: Pat Harris reported that we are in the midst of developing the
Environmental Impact Statement and Wetland Study. He does not anticipate any problems with these
two reports. He also reported that the University of Washington has a "test" forest site in middle of
one of the new fairways but that project is in its last year.
