SUMMARY: The bid to replace the pump motor for Well 20 was $57,770.00 including Washington
State sales tax. When the contractor pulled the existing pump, motor, check valve and column from
the well, the equipment was in poor condition with excessive pitting and corrosion. We also added a
video scan of the well for additional inspection of the well condition. Due to the hot weather and the
importance of this well to the system demands, the decision was made to move forward with
replacing the column, check valve and power cable with minimal delay to get the well back into
service. The cost to replace the additional components, and video scan, was $19,511.00 including
Washington State sales tax.

FISCAL IMPACTS (Include Budgeted Amount): The 2018 Capital Improvement Plan listed this as
a combined project to replace the pump motor and VFD controller with a budget estimate of $75,000.

RECOMMENDED MOTION: Move to approve Change Order No. 1 with Hokkaido Drilling, Inc. for
the pump and motor replacement at Well 20 in the amount of $19,511.00 including Washington State
sales tax; and authorize the Mayor to finalize and execute the change order with substantially the
same terms and conditions as presented.
