SIDEWALK IMPROVEMENTS PROJECT: Tom Knuckev, City Engineer stated that the work in
the Bid Documents includes construction of 8 ADA curb ramps, and sidewalk repairs at 11
locations. Two bids were received; the lowest was from Transblue, LLC from Edmonds,
Washington. While the bid cost from Transblue for the ADA curb ramps (Bid Schedules A — D)
was consistent with the Engineer's Estimate, recent experience with City construction on
residential streets indicates significant cost savings can be achieved if these ramps are
constructed using in-house staff. The projected cost savings for the sidewalk repairs (Bid
Schedule E) is more modest since the City would contract out the tree removal. In the Bid
Documents, staff included language to allow the City to adjust the project scope. The Staff
recommendation is to award the Sidewalk Repair work only (Bid Schedule E), and authorize
amendments to the contract up to a total expenditure of $107,000 to match the project budget.
