SUMMARY: Grant agreement for the use of CDBG funds for the Quincy Square on 4th Street
project. Quincy Square on 4th Street is a capital project that will revitalize a one block segment of 4th
Street from Washington Avenue to Pacific Avenue with new sidewalks, roadway, lighting, and
architectural elements that will create a modern walkable streetscape. Quincy Square on 4th is
envisioned as a regionally significant destination for events such as street fairs and musical acts.
The CDBG grant will fund a portion of the Architectural and Engineering Plans for the future
construction of the improvements. A state appropriation will fund the rest of the design phase of the
project.

FISCAL IMPACTS (Include Budgeted Amount): The project is funded by a CDBG capital grant of
$300,000 and a state appropriation of $250,000.

RECOMMENDED MOTION:
Move to authorize Community Development Block Grant for the Quincy Square on 4th Street and
authorize the Mayor to finalize and execute the grant agreement with substantially the same terms
and conditions as presented; and further authorize a budget adjustment to $300,000 in expenditures
and $300,000 in grant revenue in the Transportation Capital Projects Fund.
