SUMMARY: The work to be completed under this contract consists of upgrading the existing WWTP
Interceptor with 1,500 feet of PVC and HDPE sewer pipe; connection to the headworks facility by
means of core drilling and installation of 300 feet of 54 -inch reinforced concrete storm pipe. The
project site is located within the Westside Wastewater Treatment Plant in Bremerton, WA.
There were seven (7) bids submitted from contractors. Bids were opened on May 10, 2018. The
lowest, responsive, responsible bidder was NOVA Contracting in the amount of $1,747,052 including
Washington State sales tax.

FISCAL IMPACTS (Include Budgeted Amount): The project is included in the 2018 Wastewater
Capital budget at $2,500,000.

RECOMMENDED MOTION:
Move to award the contract for the WWTP Interceptor Upgrades Project to NOVA Contracting in the
amount of $1,747,052 including Washington State sales tax and authorize the Mayor to finalize and
execute the agreement with substantially the same terms and conditions as presented.
