SUMMARY: The action before Council is adoption of the 2019 Policy Plan. The Policy Plan is a
document which is updated yearly which sets parameters for the management of our HUD
entitlement grant awards and provides specific information about the policies and regulations for the
use of HUD CDBG and HOME funds. This plan was released on April 11th for public comment, and
to date there have been no comments made. Staff is also announcing the release of the 2019 Notice
of Funding Availability.
