SUMMARY: The Energy Services Performance Contracting (ESPC) Program, authorized under
RCW 39.35C.020, is a Capital Improvement procurement process managed by the State Department
of Enterprise Service for the purpose of increasing energy efficiency of public facilities. In 2013 and
again in 2015, Bremerton use this process to tap grant funding and PSE energy rebate funding to
replace the Primary Effluent pumps and then later, the Return Activated Sludge (RAS) pumps at the
Westside Wastewater Treatment Plant. Additional funding is available for this program in 2019.
CE -1 is our most important sewer pumping station, located at the north end of Park Avenue. The
project to construct the necessary upgrades to this critical facility is difficult and complicated. Trane
is our ESPC company and we know Trane can do this work. This proposal is essentially to complete
the design process through 30%. This project will not likely derive the huge energy savings that
resulted from the previous projects, but will produce savings. For CE -1, the value of this ESPC
process is that it will provide a tailored project specifically suited to our needs, with a guaranteed
price, and also utilizing subcontractors we know are competent. This is a project that must be done
right and this process will achieve that.
