SUMMARY: The Director of Financial Services proposes to fill the vacant Public Works Fiscal
Analyst position with Kim Seibold, CPA. Ms. Seibold has over 20 years in the industry, most recently,
12 years as the Assistant Finance Director with the Housing Kitsap.
The Director has negotiated salary compensation with Ms. Seibold and proposes making this
appointment at Pay Band 11, Rate 8. Pursuant to the appointment provisions contained in the BMC
2.50.032(a) this appointment above Rate 1 requires City Council authorization.
