SUMMARY: The Work to be completed under this contract includes replacement of approximately
2500 feet of existing 24 -inch steel water transmission main with 24 -inch ductile iron pipe. The
existing main is approximately 75 years old and is nearing the end of its useful life expectancy. This
is the primary transmission main that feeds the W256 zone and starts immediately downstream of
Reservoir 4.
Six (6) bids were submitted and were opened on March 29, 2018. The lowest, responsive,
responsible bidder was NOVA Contracting, Inc. in the amount of $1,084,124.90 including
Washington State sales tax.

FISCAL IMPACTS (Include Budgeted Amount): The project is included in the 2018 Water Capital
budget at $2,400,000.

RECOMMENDED MOTION:
Move to approve the bid for the contract for the Oyster Bay Avenue South 24 -inch Transmission Main
Replacement from NOVA Contracting, Inc. in the amount of $1,084,124.90 including Washington
State sales tax; and authorize the Mayor to finalize and execute the agreement with substantially the
same terms and conditions as presented.
