SUMMARY:
The City of Bremerton Water Utility Supervisory Control and Data Acquisition (SCADA) System
provides critical functions for the City's drinking water system through monitoring of water system
conditions as required by regulations, assuring operations per facility set points, alerting water
operators to alarm conditions, dispatching staff, and providing a database for analysis and report
preparation. This project will continue previous work to:
• Replace older server computers and field components
• Build electrical panels and provide configured programmable logic controllers
• Update communications
• Upgrade Electrical service
• Upgrade communications
• Provide other operational needs such as software programming, screen development, and
on-call troubleshooting
ATTACHMENTS: 1) Goods and Services Agreement with L2, LLC; 2) Justification for Sole Source
Provider
FISCAL IMPACTS (Include Budgeted Amount): The funds for this upgrade are currently identified
in the Water Utility capital and expense budgets for equipment and services. Total Project cost:
$225,000 from 2018 — 2020.

RECOMMENDED MOTION:
Move to approve the Goods & Services Agreement with L2 Systems, LLC in the amount of $225,000;
and authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
