SUMMARY:
Recognizing that emergencies may require aid or assistance in the form of personnel,
equipment, and supplies from outside the area of impact, the signatories of the WARN agreement
establish an Intrastate Network for Mutual Aid and Assistance through which members may
coordinate response activities and share resources during emergencies.

FISCAL IMPACTS (Include Budgeted Amount):
There is no fiscal impact to this action. It is an administrative action included in the operations of the
Bremerton Water Utility. In the event of an emergency, this agreement could save the Water Utility
money by using the assistance of other Washington water systems to be more efficient and effective
responders.

RECOMMENDED MOTION:
Move to approve the Mutual Aid and Assistance Agreement for Washington State for Intrastate
Water/Wastewater Agency Response Network (WARN); and authorize the Mayor to finalize and
execute the agreement with substantially the same terms and conditions as presented.
