SUMMARY: Culminating over a year of negotiations, the City and WaveDivision IV, LLC have
finalized a franchise agreement that grants WaveDivision IV, LLC a non-exclusive franchise to
operate a cable television system within the City for the next ten year period. Provisions in this
agreement ensure the availability and reliability of the cable system within Bremerton, establishes
customer service standards to be adhered to, provides for a wide range of programming services to be
offered, establishes conditions and requirements for the grantee's use of the City's rights-of-way, and
ensures the availability of local programming (including public, educational, and governmental access
programming).
