SUMMARY: Falcon Video Communications, L.P. was issued a franchise to operate a cable
television system in Bremerton by Ordinance No. 4635 on November 4, 1998. Charter
Communications Holding Company, LLC was granted control of Falcon Video Communications,
L.P.'s holdings in the cable franchise by Resolution No. 2724 on August 18, 1999.
Assignment and Conveyance of the cable television system franchise was approved by Resolution No.
2905 on September 24,2003 to Wave Division IV, LLC. This Resolution also authorized the sale and
conveyance of the membership and other ownership interests from Wave Division IV, LLC to
WaveDivision Holdings, LLC. The cable television system franchise with WaveDivision Holdings,
LLC expired on December 8, 2008 and Resolution No. 3074 was adopted on November 19, 2008,
extending the franchise agreement to June 3,2009.
Additional time is needed to finalize the negotiation process with WaveDivision Holdings, LLC.
Staff requests an additional extension of the contract to December 31, 2009, or until such time a new
franchise is negotiated, whichever date comes first.
