SUMMARY: The City approved a Safe Routes to School Grant last year. The project includes
design, acquiring right-of-way, and construction on Harlow Drive from Kitsap Way to Osprey Circle.
The City advertised a Request for Qualifications, and received proposals from three firms to perform
the design and right-of-way acquisition. The City selected Parametrix, Inc., to do the work; their
design cost is $279,998.09 and is eligible for 100% grant funding.

FISCAL IMPACTS (Include Budgeted Amount): The design (Preliminary Engineering) is 100%
grant eligible, and the work is in the 2018 budget.

RECOMMENDED MOTION:
Move to approve the Professional Services Agreement for design of the Kitsap Lake Elementary Safe
Routes to School Project in the amount of $279,998.09 and authorize the Mayor to finalize and
execute the agreement with substantially the same terms and conditions as presented.
