SUMMARY The scope of WSDOT's overlay of State Route 304 (Burwell Street) includes a grind and
overlay of mainline pavement from Montgomery Avenue to Warren Avenue. As part of the grind
operation, the State will damage the existing mainline loop signal detection at all signalized
intersections within the project limits and will replace with radar signal detection at the City's request.
The existing side street loop detection at Montgomery, Naval, State and Warren are nearing the end
of their service life and need replacement as well. The City requested WSDOT prepare an
agreement to install side street radar signal detection at these intersections. The cost of this work is
estimated at $52,961.15; however, the WSDOT Standard Agreement terms include a provision to
exceed this value by 25% (up to a total of $66,201.44) without seeking approval from the City. The
requested action is approval of a Local Agency Participating Agreement with WSDOT.
