SUMMARY: Reservoirs 17 & 20 are each 1 -million gallon steel water reservoirs located side by side
in East Bremerton. The exterior coating on each reservoir is failing. An exterior coating assessment
report was prepared by Northwest Corrosion Engineering in January 2015 which included
recommendations for recoating of the exterior of these reservoirs. The exterior of each reservoir will
be abrasive blasted to remove the existing coating and a new coating system will be applied.
Bids were opened on February 15, 2018. Four (4) bids were received. Simpson Sandblasting &
Special Coatings, Inc. was the lowest responsible, responsive bidder in the amount of $627,323.34
including WA State sales tax.

RECOMMENDED MOTION: Move to award the construction contract for Reservoirs 17 & 20 —
Exterior Coating Replacement to Simpson Sandblasting & Special Coatings, Inc. in the amount of
$627,323.34 including Washington State sales tax and authorize the Mayor to finalize and execute
the agreement with substantially the same terms and conditions as presented.
