Spencer Phone: (360) 473-5283 SUMMARY: In December of 2017 the City Council authorized the Administration to move forward with contracting with “FileLocal” (an organization which is comprised of many Washington Cities) which will assist the City in the implementation of State Law changes that require cities to have a state approved online portal for business licensing. This online portal must integrate with our local software that the City uses for our tax and licensing program. As the City began moving forward with implementation of FileLocal it has been determined that the tax and licensing software that the City currently uses is too old, and the software developer is unwilling to develop updates to the software so that it can integrate with the FileLocal platform. Due to this, the City has two choices: 1) Develop our own software, or 2) Purchase software that has integration functionality with FileLocal. The Administration determined that we did not have the internal capacity to develop new tax and license software within the IT department within the time frame available to launch FileLocal. In our research, the best tool to suit our needs and one that integrates well with FileLocal has been developed by the City of Bellevue; this software is called Praxis. Bellevue’s product has been well tested, has been purchased by many Washington jurisdictions to administer their tax and licensing programs, and has proven functionality to integrate with FileLocal. ATTACHMENTS: Intellectual Property License Agreement with the City of Bellevue for the purchase of “Praxis,” a tax and license software program. FISCAL IMPACTS (Include Budgeted Amount): The purchase of this software was not planned for in the 2018 budget for the Tax & Licensing program. The total cost for purchasing the software is $28,831, and the administration is also requesting a 2018 Budget Amendment to accommodate this purchase.
