FCS GROUP's approach to asset management can help the City create a proactive framework and gain the decision support tools to meet this objective. Benefits of an Utility Business Management Evaluation Our approach builds on your existing practices and systems and results in a set of recommendations for improvement. The necessary first step is to assess your current asset management practices. A Utility Business Management Evaluation (UBME) provides the following benefits: • Documents your best practices in asset management, letting your managers and staff know what they are doing right. • Identifies information gaps and the systems needed to maintain and expand basic knowledge about your assets and their costs of ownership. • Evaluates financial systems and capital planning procedures, and if needed, recommends steps to improve asset valuation, capital funding, and replacement and refurbishment planning. • Identifies cost-saving opportunities and efficiencies achievable through better information integration, improved O&M practices, and better coordination among departments. • Provides a basis for establishing dialogue with the City Council the community about ways to better manage and optimize investments in your utility assets. Exhibit A - Program Evaluation Scope of Work The assessment will review The City's capital asset -related business processes, information systems, and levels of asset knowledge. It will give you a baseline evaluation of your asset management program, including recommendations for improvement. The standard of comparison are comprehensive asset management programs that has been developed internationally and demonstrated to improve the effective management of infrastructure assets. FCS GROUP experts will visit your staff and facilities over a period of three to four days to conduct the review. The team will provide you a draft and final report with targeted suggestions regarding asset management program gaps, system improvements, organizational issues and a prioritized action plan. Task 1: Pre -Assessment Planning FCS GROUP will work with you and your staff to organize the project and to create an efficient schedule of visits and interviews. This pre -planning step will include a telephone conference or other appropriate form of communication to explain the project to key participants on your staff. It will also identify the basic organization of your utility from an asset management perspective, identify managers and staff to be interviewed as part of the evaluation, and structure an investigative approach that will efficiently address your current asset management program. To provide a focus for the City's program, we would highly recommend the creation of an asset management team or committee who would be the internal driver for development and implementation of the Asset Management program recommendations. Task 2: Visits and Interviews Through interviews and on-site visits, FCS GROUP will develop a clear picture of your asset management systems and practices. The evaluation will emphasize the following areas: • Asset Management Program and Staffing, including management commitment, planning, and organizational awareness. • Asset Development, especially practices relating to investment decisions, life -cycle costs and maintainability, and how these are addressed in planning, design, financing, and implementation of new assets. • Maintenance Programs, with an emphasis on approaches used to promote maintenance effectiveness, manage risk, reduce reactive maintenance, and optimize maintenance spending. • Condition Monitoring, including asset criticality, assessment programs, condition rating methods, and corrective actions. • Asset Rehabilitation and Replacement, emphasizing planning and budgeting processes as well as procedures for evaluating timing, costs, alternatives, and funding options. Asset Knowledge and Asset Information Management Systems, to determine what systems and data currently exist and whether these can be improved to support better asset management decisions. The team will document the baseline utility business practices, as compared to industry best practices and identify gaps in the major systems and roles needed for effective asset management. The results will be documented in a spreadsheet format that follows a Carnegie Mellon Maturity Model ranking. I. Vision and Support 2. Organization 3. Planning 4. Asset Knowledge 5. Information Systems As part of the evaluation of the asset management processes and business initiatives, FCS GROUP will look at the existing asset attribute information from the asset information management systems and make recommendations on the type of asset data collection and management that will facilitate good asset decision making and asset performance tracking. Following the first week of visits, FCS GROUP will compile their observations and then schedule a workshop to review the findings and discuss the targeted goals for improvement as a future state. Task 3: Asset Management Program Evaluation Report Based on the review of the City's current asset management practices and desired future state, FCS GROUP will provide a report profiling the water utility's asset management strengths, as well as recommendations for improvements that will lead to reduced life -cycle costs of asset ownership. The report may identify opportunities to streamline processes and systems, improve asset information systems, eliminate data redundancies, or integrate independent systems and organizational processes for better asset management decisions. In addition, the report will outline the benefits of more comprehensive asset management activities, and will include recommendations where appropriate for better coordination among the capital funding, planning, and O&M processes involved in asset management. The recommendations can provide the basis for an Asset Management plan if the City plans to continue in that direction. Exhibit B - Schedule of Work It is anticipated that the onsite interviews are will be completed in late February or early March. Scheduling of the specific timeframe for the interviews in dependent upon confirmation of the availability of water utility staff. Following completion of the interviews, it is anticipated that the Asset Management Program Evaluation Report will be delivered by April 20, 2018. (3) Insurance applies to premises you own, rent, or control but only with respect to the following hazards: (a) The existence, maintenance, repair, construction, erection, or removal of advertising signs, awnings, canopies, cellar entrances, coal holes, driveways, manholes, marquees, hoist away openings, sidewalk vaults, street banners, or decorations and similar expo- sures; or (b) The construction, erection, or removal of elevators; or (c) The ownership, maintenance, or use of any elevators covered by this insurance. However: 1. The insurance afforded to such additional insured only applies to the extent permitted by law; and 2. If coverage provided to the additional insured is required by a contract or agreement, the insur- ance afforded to such additional insured will not be broader than that which you are required by the contract or agreement to provide for such additional insured. With respect to Paragraph 1.a. above, a person's or organization's status as an additional insured under this endorsement ends when: (1) All work, including materials, parts or equipment furnished in connection with such work, on the project (other than service, maintenance or repairs) to be performed by or on behalf of the additional insured(s) at the location of the covered operations has been completed; or (2) That portion of "your work" out of which the injury or damage arises has been put to its intended use by any person or organization other than another contractor or subcontractor engaged in performing operations for a principal as a part of the same project. Excess Insurance: When a written contract or written agreement, other than a premises lease, facilities rental contract or agreement, an equipment rental or lease contract or agreement, or permit issued by a state or political subdivision between you and an additional insured does not require this insurance to be primary or primary and non-contributory, this insurance is excess over any other insurance for which the addi- tional insured is designated as a Named Insured. Regardless of the written agreement between you and an additional insured, this insurance is excess over any other insurance whether primary, excess, contingent or on any other basis for which the additional insured has been added as an additional insured on other policies. I.
