adjacent to the Louis Mentor Boardwalk has remained vacant for several years. The City has been
approached by Pacific Northwest Marine Co. (dba Freedom Boat Club) with a proposal to lease the
space for the operation of a boat membership company. The owner has secured slips at the
Bremerton Marina with the Port of Bremerton for mooring their vessels and will use the office space

7B — RESOLUTION NO. 3300 APPROVING PHASE II OF THE EAST PARK FINAL PLAT: Allison
Satter, Senior Planner in Community Development, explained that the action before City Council is to
approve Phase II of the East Park Final Plat. Preliminary Plat approval was granted by the
Administrative Hearings Examiner in June of 2006 for the subdivision of 48 acres into 454 housing
units. Phase I of East Park was approved by Resolution 3071 on November 19, 2008 for 86 lots and
open space tracts and infrastructure on approximately 11 acres. This proposal will grant final approval
for 88 lots, associated open space tracts and right-of-ways. The applicant has met all of the
conditions of the Preliminary Plat approval for this phase by both infrastructure completion and
bonding and therefore the City Engineer and Community Development Director are recommending
that the City Council approve this final plat.
Terry Fessner hopes that consideration will be given to an irrigation system for the trees planted
alongside the road, but expressed his support for the other improvements included with Phase II. Ms.
Satter responded that yes, an irrigation system will be included, along with other improvements.

7C — RESOLUTION NO. 3301 AUTHORIZING NATIONAL FISH AND WILDLIFE FOUNDATION
FIVE STAR & URBAN WATERS RESTORATION PROGRAM GRANT APPLICATION FOR KITSAP
LAKE: Jeff Elevado, Director of Parks & Recreation, stated that currently nine acres of Eurasian
Milfoil and Fragrant Water Lily engulf Kitsap Lake Park's wetland, public boat launch, fishing pier and
swimming areas. Coupled with increased nutrient load, this negatively impacts habitat and water
quality, creating toxic algae blooms and health hazards to both humans and wildlife alike. This project
will remove the aquatic weeds in this defined area abutting the city park and conduct community
outreach with lakeside property owners. This community outreach is the first step towards soliciting
feedback towards a long-term maintenance plan for all of Kitsap Lake.
