SUMMARY: The City bid the project and bids were opened on December 20, 2017 and 6 bids were
received. MJ Hughes Construction Inc. is the lowest responsive, responsible bidder with their bid of
$1,149,761.05. The Washington State Department of Transportation is required to concur with the
City's recommendation to award the contract; staff have recommended the bid for approval. The
contract is in WSDOT standard format as required for Federal Aid Projects; the complete contract is
available for review in the Engineering Office. The project constructs high friction surface treatment,
guardrail, drainage improvements, and signage.

FISCAL IMPACTS (Include Budgeted Amount): This project is included in the Capital budget, and
is funded by the 2016 Innovative Safety Program - Federal Highway Safety Improvement Program
(HSIP). The grant award was $1,675,490.

RECOMMENDED MOTION:
Move to award construction of the West Belfair Valley Rd. and Tracyton Beach Rd. Innovative Safety
project to MJ Hughes Construction Inc. upon receipt of concurrence to award from the Washington
State Department of Transportation in the amount of $1,675,490 including WA State sales tax; and
authorize the Mayor to finalize and execute the agreement with substantially the same terms and
conditions as presented.
